A Page from History: Success on the shore — the story of Shelter Island

The current gateway to Shelter Island on Shelter Island Drive.

Shelter Island has been a resounding success story, especially for what was a shifting shoal that was once considered a navigational hazard.

The course of history seldom runs in a straight line. In fact, history may often be said to meander in one direction for a time until that path is changed. Such corrections are often evident only in retrospect.

The flow of San Diego’s history has been closely tied to both the shifting channels of the mighty San Diego River and the development of our remarkable natural harbor, San Diego Bay. This story has its beginnings at a place and time where and when both of those waterways came together.

In recorded history the river has emptied into both San Diego and Mission bays. Early Spanish charts from the 18th century depict islands near the estero on San Diego Harbor. The waterway that today separates Liberty Station from San Diego International Airport, known by the apt appellation “the boat channel,” may be thought of as the direct descendent of that river mouth.

Following that course toward the entrance to San Diego Bay, one can see how sand and silt carried down the river toward the sea might have formed the shifting shoal that was once considered a navigational hazard but instead, and improbably, became one of San Diego’s treasures, Shelter Island.

Shoal, mudbank, sandbar and sometimes completely submerged — Shelter Island was all those things in the first half of the 20th century.

“We always called it an island,” recalled Point Loma resident Linda Fox, who took swimming lessons at Kellogg Beach as a young girl in the 1940s. “I remember very clearly our swimming instructor Henry Gunther in his three-piece suit and Florsheim shoes,” she said with a laugh. “It was a wonderful place to learn to swim. It wasn’t really that deep there, and when you became proficient, you could swim out to the island! Of course, they sure don’t like you doing that these days.”

Fox remembers paddling out to the island for picnics in a boat with family and friends. “It was awfully muddy out there in some spots,” she recalled.

Shelter Island pioneer Jim Baker remembers similar picnics with his own family as a kid. “We used to row out there,” he said. “They connected the island when I was 10 years old.”

The island’s connection had been a contentious topic of discussion for a couple of decades, since the San Diego Yacht Club literally floated across the bay from Coronado onto pilings in Roseville at the foot of Talbot Street in 1934. That same year, in a joint venture between the San Diego Harbor Commission and the federal government, a dredging operation began to deepen the San Diego Harbor channel.

One aspect of that project called for dredging of a 200-foot-wide channel, 20 feet deep, to the Yacht Club, around the north end of Shelter Island through the commercial basin, now known as America’s Cup Harbor. What is referred to as the spoil of the dredging — mostly mud and sand — was deposited along the sandbar, building it up to more of a full-time island.

The position of the shored-up sandbar, paralleling the beach of La Playa and Roseville, had been paramount in providing a very safe, calm anchorage between the mainland and the island. Though the name now seems an obvious choice, Shelter Island was the winner of a 1935 contest to name the previously unnamed sandbar. Among other suggestions were San D Island and Channel Island.

In the years following its development, Shelter Island was extolled as “the people’s island” for its parks and public amenities. But in the late 1940s and early ‘50s, it often was lampooned as “Bate’s Folly.”

Harbor Commissioner John Bate, sharing the vision of his predecessor, longtime Harbormaster Joe Brennan, was a strong proponent of the development of the “new” island. As the recreational and pleasure boating industry exploded following World War II, the need for boat slips by the thousands became critical. Bate also felt that public access to Shelter Island was a priority that could not be ignored.

Connecting the island to the mainland seemed like a propitious plan, but how? Opinions were many. A bridge and another ferry were both considered. One early concept suggested attaching Shelter Island at its south end near the Quarantine Station.

As implausible as it sounds today, the San Diego Chamber of Commerce did not share the Harbor Department’s vision for the island’s potential. One chamber proposal called for the island to be left alone, another for it to be dredged out of existence, widening the entrance to San Diego Bay.

But the legacy of Harbormaster Brennan was that he got things done his way, unfazed by critics and opponents. Postwar economic conditions favored continued development of our great natural resource, San Diego Bay, and Commissioner Bate was not one to miss that opportunity. The push to develop Shelter Island went forward.

A concept was eventually adopted that would extend the short point, or mole, at the foot of Byron Street toward the island and eventually connect the two. Estimates to complete the connection came in at slightly less than $400,000.

Completion of the entire project, fortifying and adding dirt to the top of the island and adding utilities, roads and some landscaping, brought the total estimate to $1.3 million. Remember, this was 1950 — folks had been through two wars and the Depression. Economic resurgence and optimism notwithstanding, 1.3 mil seemed extravagant.

With the support of the San Diego Yacht Club, the Harbor Department stayed the course. San Diego’s first sportfishing club, the Marlin Club, had moved in just north of the Yacht Club on the Byron Street mole. The Southwestern Yacht Club moved to Sandy Point, aka Hancock Point, at the foot of Qualtrough Street inside of Shelter Island in 1950. The clubs, with their strong political connections, backed up the direction of the Harbor Department and helped turn the tide of public opinion in favor of Shelter Island development. In retrospect, it was a splendid investment.

Jim Baker’s grandfather Robert “Captain Bob” Baker started Baker Marine Instruments, selling and servicing navigational and optical equipment, in downtown San Diego in 1936. He became one of John Bate’s first leaseholders along Byron Street, moving his business along with the Baker School of Navigation to Shelter Island in 1950.

Jim’s dad, Ken, a purchasing agent for Kettenburg Boat Works, took a leap of faith and opened the first fuel dock on the new yacht basin in 1951. The Standard dock went in next door to Baker Marine Instruments.

“You’d think that would have been a sure thing,” Jim said. “But that first year, he could go a week and not get a boat at that gas dock.”

Jim started working at the fuel dock as an eighth-grader in 1955 and stayed until he graduated from college in 1964. Along the way he learned from his grandfather how to do compass adjustments.

Jim remembers the boatyards going in across the street on the commercial basin. “The first things to go in on the island were the Bali Hai (originally known as Christian’s Hut) and then the Kona Kai,” he said. “But I think the boat ramp and the fishing pier were there from the very beginning.”

Jim remembers that Bate had “a passion for tropical foliage. If you had a palm tree, Mr. Bate wanted it (for Shelter Island).”

Shelter island became well-known for its lush tropical landscape design as well as its dominant theme of Polynesian Modern/Atomic tiki-style architecture. Spread by the popularity of James Michener’s “Tales of the South Pacific” and its spinoff musical and film, the 1950s marked the heyday of American tiki culture. Shelter Island can lay a legitimate claim as ground zero of that phenomenon.

“Until the Port District replaced the Harbor Department in 1962, there were really no Harbor Police,” Jim said. When the Harbor Police office and landing went in on the south end of Shelter Island, Port District boss Bate kept his own boat tied up there and lived aboard.

“There was an earthquake in Chile one of those years that caused a bit of a surge that washed out three Shelter Island docks and also did some damage at the Southwestern Yacht Club and at the Bali Hai dock,” according to Jim. “It woke up Mr. Bate and knocked him out of bed!”

Shelter Island has been a resounding success story. The commercial basin has become one of the sportfishing capitals of the world. The yacht basin is now home to well over 3,000 pleasure craft. True to its vision as the people’s island, Shelter Island Shoreline Park extends the length of the eastern shore of the island. The mile-long ribbon of lawns, benches, picnic tables and playgrounds offers unparalleled views of downtown San Diego, San Diego Bay, North Island, Point Loma and Coronado.

The hotels and restaurants on the west side of the island have literally kept a low profile. The public fishing pier, public beach and fire pits are well-loved and well-used. The public boat-launching ramp on Shelter Island, the busiest in California, tallies upward of 50,000 launches per year. The new and improved facility features a launch basin 80 percent larger than the old one.

The island remains a great place for a picnic, to catch an art show or a concert or watch the boat parade of lights. It also is an excellent spot to fly a kite, but let’s keep that one our little secret, OK?

Local Anchorages

There are three anchorages within San Diego Bay; permits are required for most areas. Contact Harbor Sailboats for the Hull ID # prior to requesting a permit.

La Playa Cove Located between San Diego and Southwestern Yacht Clubs in the Shelter Island Yacht Basin, marked by yellow buoys. La Playa Cove is a 72-hour, weeekend-only anchorage. The hours for anchoring are from 0900 beginning on Friday through 0900 on Monday. In case of a weekend holiday, anchoring is permitted for 96 hours. If the holiday falls on a Friday, anchoring is permitted from 0900 hours on Thursday through 0900 hours on Monday. If the holiday falls on a Monday, anchoring is permitted from 0900 hours on Friday through 0900 hours on Tuesday. All boats must have a holding tank.

Glorietta Bay Located in Glorietta Bay, south of the Coronado Golf Course and marked by yellow buoys. Glorietta Bay is a 72-hour, 7 days a week anchorage. The hours for anchoring begin and end at 0900 hours; all boats must have a holding tank. Boaters should exercise caution when entering the channel as Glorietta Bay is known to have several shoals on the outskirts of the channel; pass under the Coronado bridge at its widest part and pick up the channel.

  • Mission Bay

Located to port as you enter the channel is Mariner’s Basin and to starboard is Quivera Basin. Both are located outside of the Ventura Bridge (Harbor Sailboat’s yachts are not allowed under the bridge). Guest slips are available at Islandia Marina (619) 224-1234 and Marina Village or drop anchor at Bonita Cove in Mariner’s Basin. Mariner’s Basin will dry at low tide on the most northerly side of the bay so exercise caution when choosing a spot for the night.

Hazards to Navigation

A good source of boating and navigation information for all boaters is the U.S. Coast Guard’s Local Notice to Mariners and Local Charts (this information should not be used as a navigational tool).  All Harbor Sailboats boats under 28′ must stay inside the San Diego Bay, Harbor Sailboats defines the bay as the waterway between the Coronado Bridge and Ballast Point. The Midway Museum (USS Midway) is moored along the Broadway Pier with it’s bow pointing towards the bay. The overhanging bow will dismast a sailboat that is sailing too close to the ship, so be sure to maintain at least 500 yards of separation from this retired aircraft carrier. 

There are several areas to be aware of at the entrance to the San Diego Bay.  To seaward of Point Loma and the lighthouse are thick kelp beds, which run for about 1.5 miles south of the point. Although the fishing is great, it’s very easy to get kelp caught in engine intakes so sailors must pass SD1 before turning North. Just inside the kelp line, there are breakers near the tip of Point Loma during a south swell.

To the east of the San Diego Bay channel entrance is a submerged jetty that runs for approximately 2 miles offshore; rocks are visible at low tide but can be tough to pick up during high tides. This borders the Zuniga Shoal, further to the west.

North Island

At approximately 32° 41′ 10.2″N 117° 13′ 40.7″ W, near North Island, is a submerged jetty and rocks. This hazard to navigation is across the channel from Ballast Point and should be passed with plenty of room.

The northwesterly coastline of North Island can be very shallow and is a protected area. Boaters should stay well off the beach.

Shelter Island

There are shoaling waters near the entrance to Shelter Island. Be careful when entering near the southern tip and follow the marked channel. Skippers must pick up the channel entrance marked by a red buoy approximately 500 yards off the beach.

There is a shoal just west of the Coronado Ferry Landing and east of the carrier basin on the Coronado side of the bay.

Another shoal is at the first dogleg heading south on the south side of the Coronado Bridge heading towards Chula Vista and the entrance to the Sweetwater Channel.

One more shoal is between the #1 green buoy and the amphibious base southeast at the entrance to Glorietta Bay.  This shoal can be troublesome for all boats during average tides and for smaller vessels at low tide.

A good source of information that concerns navigation as well as many other issues all boaters should keep abreast of is the U.S. Coast Guard’s Local Notice to Mariners. San Diego falls within the U.S. Coast Guard Eleventh District, which provides the Local Notice to Mariners for the Southern California region. Slip Reservations at our San Diego Marina

Reserve a permanent slip.

Rates range from $28 to $60 per foot based on boat length over all (LOA) or slip LOA (whichever is longer). Water and garbage service are included and electricity is based on current price per kilowatt from San Diego Gas & Electric. Deposits include two months’ slip fees, $50 per gate key, $50 per parking key, and $50 per parking placard. All slips are month-to-month.

*BEFORE YOU APPLY Please note, there is a $50 non-refundable application fee. We suggest you email the Marina Staff an inquiry with the make, year, LOA, and some current photos of the vessel before you apply to ensure that the boat meets our standards. Boats are selected based on what will safely occupy an available space as well as the value and condition of the vessel in order to reduce overall liability for the property. That being said, wait times may vary greatly, and the Marina is not liable for extended wait times or the denial of an application.

Reserve a temporary slip

The rate is $5/ft per day and it is a three day minimum stay. Boat owner must provide registration/documentation, proof of insurance with $500,000 minimum liability, and a recent photo of the boat.

The Junior Sailing Program at Silver Gate Yacht Club offers a unique sailing opportunity for kids from 8 to 16. Whether a first-time beginner or and experienced sailor, kids will have personalized instruction in our fleet of modern dinghies and keel boats. All kids are welcome, club membership is not required and use of our boats is included. Silver Gate Yacht Club is located on Shelter Island in San Diego and is convenient to much of the metropolitan San Diego area.

Shelter Island Guest Docks and Anchorage

In order to accommodate boating visitors to San Diego Bay, the Port of San Diego maintains a public access Guest Dock facility at the Harbor Police Sub Station,  1401 Shelter Island Drive , San Diego. The station is located on the southern end of Shelter Island at the entrance to the Shelter Island Yacht Basin.

  • The facility has 26-slips
  • It can host recreational vessels up to 65-feet in length
  • Vessels can stay for periods of up to 15 days, within a 40 day period
  • Water and 30 Amp shore power connections are available at each slip
  • The slips are rented at $1.27 per lineal foot per day
  • Sanitary station facilities are provided at the Guest Dock - Click for more information & additional locations

  • Visit: http://reservations.portofsandiego.org/boating to see available slips, then call 619.686.6227 between 6 a.m. and 11 p.m., seven days a week to make a reservation. Valid ID and vessel registration will need to be emailed to [email protected]
  • The Port also provides two 72-hour anchorages and a “Cruiser Anchorage.” No fee is required to anchor in these areas; however, a permit is required. Permits for the A1 and A5 anchorages are available online .
  • A9 anchorage, permits still require a vessel inspection performed by a Harbor Police Officer and must be obtained in person at the Harbor Police substation located at 1401 Shelter Island Drive.

All boaters must comply with federal, state, and local laws and regulations, including illegal discharges to land and water. San Diego Bay is a “no discharge” area. The discharge of black water (sewage) from any vessel while berthed, moored, or anchored in San Diego Bay is prohibited. All boats with installed toilet facilities must have an operable marine sanitation device (MSD) on board. Boats must store sewage in holding tanks and dispose regularly at sanitary stations (pump-out facilities).

A1 (LA PLAYA COVE) 

  • La Playa Cove is a 72-hour, weekend-only anchorage located between San Diego and Southwestern Yacht Clubs in the Shelter Island yacht basin.
  • The hours of anchoring are from 0900 hours on Friday through 0900 hours on Monday.
  • In case of a weekend holiday, anchoring is permitted for 96 hours.
  • If the holiday falls on a Friday, anchoring is permitted from 0900 hours on Thursday through 0900 hours on Monday.
  • If the holiday falls on a Monday, anchoring is permitted from 0900 hours on Friday through 0900 hours on Tuesday.
  • A maximum of 40 boats are allowed in the cove.
  • Boats must store black water (sewage) in holding tanks and dispose at sanitary stations (pump-out facilities).
  • Use shore-side facilities - showers, sinks, laundry
  • If not available, save showers, laundry, and dishwashing for home
  • If possible, install holding tanks for gray water
  • Use water saving devices such as low pressure showerheads to conserve water
  • Use more "elbow grease" and as little cleaning product as possible.
  • Try to skip the boat wash. Unless you need to rinse the salt water, wiping the boat down with a damp cloth will suffice.
  • Use tarps or canvas boat covers to keep boat clean between trips and reduce the amount of cleaning you need to do.
  • Use only biodegradable, non-phosphate, and less toxic laundry detergents, soaps, drain openers, cleaners etc.
  • Conserve water and use water saving devices such as low volume showerheads

A5 (GLORIETTA BAY)

  • The A5 anchorage is located in Glorietta Bay, south of the Coronado Golf Course.
  • Anchorage is allowed for up to 72-hours only.
  • The hours for anchoring are from 0900 hours on the first day to 0900 hours on the last day.
  • Minimum of one calendar day between A5 permits.
  • A maximum of 20 boats are allowed in the anchorage.

A9 (CRUISER ANCHORAGE)

  • The A9 anchorage is located in an area adjacent to the United States Coast Guard Air Station and the eastern tip of Harbor Island.
  • This anchorage is available to non-residents of San Diego County only.
  • Permit requires a vessel inspection performed by the Harbor Police Officer.
  • Permits for this anchorage must be obtained in person at  1401 Shelter Island Drive  and proof of non-residency must be provided. You may dock at the Harbor Police/Customs Check-in Dock.
  • Notify Harbor Police Department Dispatch, (619) 686-6272 that you are on the dock requesting an A-9 vessel inspection and permit.
  • A copy of the permit will be issued to the boat owner and must remain on board as proof of issuance.
  • The length of stay allowed for the anchorage is 30 days with two extensions available for a total stay of 90 days in a 12-month period.
  • All vessels obtaining a permit must renew their permit every 30 days without exception.
  • The Cruisers Anchorage is marked by three large yellow can buoys that warn of the restricted water space toward the Coast Guard Air Station to the east.
  • A red channel buoy showing the entrance to the Harbor Island lagoon marks the West End.
  • This anchorage is available for up to 20 vessels.

In the event Harbor Police or Harbormaster staff determine that any anchorage is congested and an additional vessel would inhibit access by police/fire boats or in some manner would be detrimental to safe boating, a permit would not be issued. Owners/Operators of vessels are responsible for all applicable state laws and local ordinances, in addition to any environmental concerns such as sanitary containers and holding tanks.

Sailing Club, Sailboat Rentals & Sailing Lessons

Closure of long beach facility.

The marina we operate out of in Long Beach has not been able to negotiate a lease extension with the Hotel Maya and the hotel has decided to close the marina. We are therefore forced to close our Long Beach club and are in the process of moving the fleet back to San Diego. There are unfortunately no other marinas in the Long Beach/Los Angeles harbor that can accommodate the fleet along with an office to run the operation. We regret having to close the Long Beach club but at this point we have no other viable options.
