The licence needed to operate a motor boat depends on two criteria — the engine power and the area where you will be boating (whether sea or inland waters). If you want to cruise on a motor boat with an engine power of  less than 4kW , then you don't need a licence. This applies to houseboats or small boats, for example. You can sail a boat with a 4kW to 20kW  engine on inland waters with a VMP licence, but for the sea you'll need an international skipper's licence just as for a sailing boat and in some countries (such as Croatia), a radio licence . With engine power  above 20kW , for inland sailing and on the sea, you will need a certificate of engine experience for inland sailing in addition to the VMP.

How to operate a motor boat?

If you have sailing experience, driving a powerboat will seem like something very simple. You don't have to worry about ropes, sails, vignettes, masts or a flying jib. You simply start the boat and cruise wherever you want. Then it's the same as mooring with a sailboat.

One important aspect to be aware of when operating a motor boat is the  engine trim . Engine trim refers to the adjustment of the angle between the propeller and the bottom of the boat. Ideally, the propeller should be positioned vertically downward. As a motor boat gains speed, the bow of the boat may lift, causing the propeller to partially submerge. In such cases, it is the responsibility of the captain to intervene and adjust the engine trim to ensure that the propeller is aligned vertically and not at any angle other than 90 degrees to the water surface. This adjustment is crucial to prevent the boat from jumping or unnecessarily impacting the water with the bow. By maintaining the correct trim, the boat can navigate efficiently and provide a comfortable sailing experience for all on board.

The weekend at The Thermal Club , the private, gated community that houses a series of racetracks 40 minutes east of Palm Springs, Calif., culminates with a 20-lap main event that includes a halftime break – but no pitstops and pays $500,000 to the winning team.

If you find yourself a bit confused by the name – no $1 million prize for the $1 Million Challenge? – or the format, you’re not alone. Here are some answers to your questions.

Why is it called the $1 Million Challenge if the grand prize is $500,000?

Like several tentpole projects in IndyCar of late – the hybrid launch, Nashville finale and video game to name a few – plans for the $1 Million Challenge have changed a bit since it was formally announced the morning of the Sept. 10 season-finale. At the time, plans were that members of The Thermal Club would help fund the event’s purse by pitching into a multi-million-dollar pot – and with their donation, be entered into a raffle to be randomly paired with one of the drivers in the 27-car field.

If their driver finished in the top-5, they would split the winnings with the teams – with prizes ranging from $1 million (so $500,000 each for 1 st place) to $100,000 ($50,000 each for 5 th place).

Revealed last week, that purse-sharing mechanism has now been scrapped, though the previously announced amounts for teams will go unchanged.

What are the actual payouts for teams?

The $1.756 million purse, the series’ largest outside the Indianapolis 500, is broken down as such:

∎ Winner: $500,000

∎ Runner-up: $350,000

∎ Third place: $250,000

∎ Fourth place: $100,000

∎ Fifth place: $50,000

∎ Sixth-27th places: $23,000 each

Is there still a member element to the weekend?

Yes. Before cars hit the track Friday morning for a two-day test with nine available hours of run-time on the 3.067-mile, 17-turn permanent road course, the club will host a draw party Thursday night that will serve two purposes: 1) Drivers will be randomly separated into two groups that they will qualify with Saturday evening and compete in a heat race with Sunday morning (more on all that in a minute).

But 2) Thursday’s draw party will also pair drivers and teams with Club members who will then be embedded for the weekend and given access to “team meetings, driver question-and-answer sessions, race craft instruction and tips, and use of premium, authentic race team gear,” according to the release.

So there are qualifying and heat races?

Yes. Similar to IndyCar’s typical road and street course qualifying, the field will be split in half for a pair of 12-minute sessions run Saturday evening during a 45-minute session that will air on NBC’s Peacock streaming platform (5-5:45 p.m. local/ 8-8:45 p.m. ET). But unlike traditional weekends, where the field is split in half by alternating off the lap times from Practice 2, this will be entirely random – meaning you could have an uneven weight of IndyCar’s top drivers in one group.

As is the case in current road and street course qualifying, the 12-minute clock will stop for the first instance of a red flag in each group, and the clock will restart according to direction from race control. Time will not stop for any subsequent red flags. For the first time in IndyCar qualifying, each car will be enabled with 40 seconds of push-to-pass boost.

After those 12-minute qualifying sessions Saturday evening, both groups will be ranked separately by drivers’ fastest lap times, serving as their starting positions for Sunday’s pair of heat races.

How do the heat races work?

Sunday’s on-track action starts with a 9:31 a.m. PT/12:31 p.m. ET green flag for the first of two heat races – essentially kicking off the two-and-a-half-hour NBC broadcast. The top-six finishers from each heat race will advance to the 20-lap ‘all-star race.’ It the first use of heat races for an IndyCar-sanctioned event in more than a decade .

The heat races will consist of 10 laps of green-flag running – or 20 minutes from the start of the first green flag, whichever comes first. Laps run under caution – i.e. laps that had any portion run under full-course caution – will not count to the 10-lap count, but the clock will continue to run. Laps will be deemed complete when the leader crosses the start-finish line. Should a full-course caution be thrown, cars’ positions on-track will be determined by the last timeline crossed at the moment of the yellow flag.

Teams will be given a new set of Firestone tires for their car’s lone heat race, and the tires used during the previous day’s qualifying session will be the only ones permitted as a replacement set if needed. Pit stops will only be allowed for emergency service, and a car deemed to have made a non-emergency adjustment during a stop will be disqualified. Just as in qualifying on Saturday, cars will get 40 seconds of push-to-pass for their heat race.

How does the $1 Million Challenge main event work?

The top-six drivers from both heat races are pooled into a single 12-car ‘all-star’ field, positioned in alternating fashion. The pole for the main event will be awarded to whichever heat race winner logged the fastest qualifying time. The field will alternate from there – for example, with Heat 1 drivers occupying sports 1, 3, 5, 7, 9 and 11 (or vice versa).

The 20-lap final will be split into a pair of 10-lap sprint segments with a 10-minute halftime break after Lap 10, during which cars can refuel, adjust front and rear wing angles and wickers, adjust tire pressure and attend to the driver. Drivers will get 40 seconds of push-to-pass to use during each 10-lap segment, and that pool will reset after the break.

During the main event, laps run under full-course caution will also not count toward the 20-lap pool, but there will be no time limit for the event – unlike the heats. During the second 10-lap sprint segment, cars’ positioning during a full-course caution will be determined by their actual running order on-track, rather than by the previous timing line they crossed.

Before the start of the final, cars will get a new set of tires, and the tires they used during their heat race will be on-hand as their replacement set if needed. Cars will only be permitted to make stops outside the halftime break for emergency service.

The House voted overwhelmingly to approve a measure that would ban TikTok from operating in the United States or force a sale, posing the most serious threat yet to the popular short-form video platform.

The bill passed the House 352-65 with one member voting present, showing wide bipartisan support with backing from House Speaker Mike Johnson and former House Speaker Nancy Pelosi. It now heads to the Senate, where its fate is more uncertain .

At issue is TikTok’s Chinese ownership. U.S. officials say parent company ByteDance could hand over the personal information of the 170 million Americans who use the popular short-video app to Beijing. The bill’s opponents have raised free speech concerns . They also say TikTok has taken steps to safeguard the data of Americans by storing it on U.S. servers.

TikTok says it has not been asked for that data and would not share it if it were. The concern is that, if ordered by Chinese authorities, ByteDance would have to hand it over.

What does divest mean?

The legislation calls for ByteDance to divest or sell TikTok or TikTok will be banned from app stores and web-hosting services in the United States. ByteDance would have 165 days to comply.

TikTok says the bill would give it a narrow timeline to find a buyer with the resources to buy TikTok and to overcome the technical challenges involved in spinning it off.

Will the TikTok ban legislation pass in the Senate?

Senate Majority Leader Chuck Schumer has declined to say whether he would bring the measure to a vote. President Joe Biden has said he would sign the bill if it reaches his desk.

"Following today's House vote, I will be talking to my Senate and House colleagues to try to find a path forward that is constitutional and protects civil liberties," Sen. Maria Cantwell, D-Wash., chair of the Senate Commerce Committee, said Wednesday.

White House press secretary Karine Jean-Pierre said Wednesday that the Biden administration is looking to the Senate to act swiftly. “We hope the Senate takes action and takes this up very quickly,” she told reporters on Air Force One.

Earlier efforts to rein in TikTok have failed. In 2020, President Donald Trump tried to ban the app by executive order , but courts blocked that effort. Since then, Trump has flipped his position on TikTok .

Americans are split. A recent poll from The Associated Press and NORC Center for Public Affairs Research found that 31% of U.S. adults would favor a nationwide ban on TikTok, while 35% would oppose a ban. But among those who use TikTok daily, a national ban is unpopular: 73% say they would oppose it.

What does TikTok say?

TikTok says lawmakers are trying to shut down TikTok in the U.S.

“This process was secret and the bill was jammed through for one reason: it's a ban,” the company said in a statement Wednesday. “We are hopeful that the Senate will consider the facts, listen to their constituents, and realize the impact on the economy, 7 million small businesses, and the 170 million Americans who use our service.”

TikTok has pushed back with a vigorous lobbying campaign, including push alerts urging creators to call members of Congress. That part of the campaign mostly backfired. TikTok also dispatched creators and CEO Shou Zi Chew, who says the platform has kept users' information safe from outside manipulation, to Capitol Hill.

"This legislation, if signed into law, will lead to a ban of TikTok in the United States," he warned in a video shared Wednesday on the social media platform X.

Will TikTok be banned?

Even if the Senate passes the measure, a long fight lies ahead.

TikTok says it will exercise its legal rights before it considers a sale of its U.S. operations. The platform has successfully challenged similar moves in the courts. There also would be significant technical and legal hurdles in selling TikTok.

Even so, former Treasury Secretary Steven Mnuchin said Thursday that he was putting together a consortium to buy TikTok.

“I think the legislation should pass and I think it should be sold,” Mnuchin told CNBC. “It’s a great business, and I’m going to put together a group to buy TikTok.”

Companies large enough to buy TikTok like Meta, Google and Microsoft probably would not attempt to do so because of the Biden administration’s aggressive use of antitrust law to prevent the tech giants from getting even larger. Divestiture also would require Beijing’s approval. Last year, the Chinese government said it opposed a forced sale. 

Another key challenge: A buyer would likely not have access to TikTok’s secret algorithm that gets tens of millions of American users to spend 90 minutes a day on the app.

TikTok investors are eyeing an initial public offering. ByteDance valued itself at more than $200 billion last year when it bought back shares from existing investors. It recently launched a new share buyback . But if TikTok left the U.S., it would be worth less.

How would a TikTok ban work?

If signed into law, the bill would prevent app stores like Apple and Google from distributing or updating TikTok and web hosting companies from distributing it.

What about TikTok and Trump?

The former president surprised everyone by opposing the House bill.

Lobbying from former administration officials with ties to a GOP billionaire with a major financial stake in TikTok parent company ByteDance probably played a role in Trump’s flip-flop. 

Trump’s opposition to a TikTok ban was also, in part, motivated by animosity for Mark Zuckerberg that intensified after watching a conservative documentary produced by Citizens United president David Bossie that blamed the Meta CEO for Trump’s 2020 loss to Joe Biden, The Washington Post reported Tuesday.

In addition, Trump could benefit financially and politically by siding against the legislation.

By aligning himself with TikTok, which is popular with young people, Trump could attract a more youthful demographic to his businesses, including a new line of gold sneakers, and generate support from younger voters, according to China expert and Ohio State University professor Oded Shenkar. He also could gain favor with Beijing.

Who would benefit from a TikTok ban?

Analysts say Facebook and Instagram owner Meta would.

“A ban on TikTok will hand an effective monopoly to Meta’s Reels – the company’s short-form video product,” Forrester vice president and research director Mike Proulx said.

Forrester’s Youth Survey last year saw an 11-point year-over-year increase in Instagram Reels use. Nearly a third of teens in the U.S. now use Reels at least weekly.

A TikTok ban would leave only Reels and YouTube Shorts. “That means Meta is the likely beneficiary of TikTok’s ad revenue in a TikTok-less world, as well,” Proulx said. 

In 2020, India banned TikTok and and more than 200 other apps after an incident at the Chinese border. Most users switched to Instagram or YouTube.

A Mysterious Glowing Light Under Your Dash May Mean Someone’s Tracking Your Car

A Reddit user posted a scary question ot the /r/Autos forum. One night she noticed a glowing blue light in her car’s interior. She found a mysterious device attached to a wire under the dashboard. Commenters suspect it was some form of “LoJack” GPS device installed to track her car’s location. Here’s why that’s not always as scary as it sounds.

Many dealerships offer aftermarket LoJack devices. LoJack is just one brand. Whatever the name, this tracker is a GPS-enabled device you can use in case your car gets stolen. Some are easier to find because they are connected to the vehicle’s power supply. These can be preferable because they can also include a “kill switch” you can operate from your phone. They also can connect to your vehicle’s onboard diagnostics and report how well it is running to your cellphone. If so, they will probably be located under the driver’s side dashboard.

Other trackers are battery operated and hidden under a seat, in the trunk, or even beneath the car. The upside of these is that thieves will have trouble finding them and disabling them. Obviously, devices designed to hide from thieves will not have an obvious glowing light. But some battery operated ones light up when the battery is low.

I know, it sounds scary that someone might be tracking your car. But for the most part, these devices are installed and registered and it’s easy to get control of yours. Most dealerships will put a sticker on your car’s registration and by the VIN inside the door with the information you need to take control of the aftermarket LoJack installed in your car. So if you bought a used car, you can link its LoJack to your phone for some added security.

A more common issue is when a dealership installs a LoJack on a new car in the showroom, then demands a surcharge after you decide to buy the car. Just know that if the salesperson says there’s no way to uninstall the device, they’re lying to you.

The Redditor who was surprised their vehicle had a LoJack might have bought the car used and never learned about the device. There’s also a slim chance that the vehicle’s lien holder installed it to locate the car in case she stopped making payments. I can’t find anything about how common this practice actually is. But if it does happen to you, it’s a tough one to fight. That’s because the car you’re still paying off technically doesn’t belong to you. So the financeer (dealership or bank) that owns it can technically install what they want.
