The Treasure Chest Casino is right alongside the shores of Lake Pontchartrain in Kenner, Louisiana. However, the lake they are located on is right next to New Orleans, so if you’re flying into the big city, it’s not far.

It’s currently docked in the Bayou over in Amelia, Louisiana. This is a casino that is owned and operated by Boyd Gaming, the second time that they’ve popped up on this list.

Star Casino Launches Louisiana Gaming Boat Business

The burgeoning gaming vessel market marked a symbolic first with the dedication, christening and official opening of Star Casino, Louisiana's first modern riverboat casino.

"With the dedication of this vessel, we herald the beginning of a new era in Louisiana's gaming history," said Louie Roussel, majority owner of Star Casino, Inc. and well-known New Orleans businessman, entrepreneur and philanthropist. "We are proud to be the first riverboat casino to come on-line in Louisiana. We want to assure the public t h a t the Star Casino will continue to be 'first' for many years to come ... first in customer service, first in quality entertainment and fun, and first in fairness and integrity of operation," Mr. Roussel continued. After a few setbacks with the U.S. Coast Guard and New Orleans City Council members, Louisiana's first riverboat casino was on its way to making riverboat gaming history. The 265-foot Caterpillar-powered Star Casino boasts an impressive equipment list with the likes of Raytheon VHF radio and radar, Thrustmaster thrusters, engine controls and steering controls, and a Ritchie Compass. Star Casino is a tri-level, 22,500-sq.-ft. floating Las Vegas-style casino with a beam of 80 feet and a 14-foot draft. The Star Casino has a capacity for approximately 1,250 guests. The onboard entertainment features a number of games of chance, including 760 slot machines; 39 gaming tables for blackjack, craps, and roulette; and video poker.

The $12 million vessel was constructed in about eight months by Bender Shipyard in Braithewaite, La. Claire Amiss, marketing manager of Star Casino, Inc., says Bender was chosen to build the Star Casino based on the company's fine reputation. Mr. Roussel wishes to convey the importance of the fact that Louisiana's first gaming riverboat will be locally-run. "This is a locallyowned, locally-constructed riverboat casino, that is providing jobs for approximately 1,000 people in the New Orleans area. Our annual payroll will be about $17 million," Mr. Roussel commented. "Even before opening, the Star has made a very positive impact on our local economy, and will continue to do so, because the Star Casino is a locally owned and operated boat. That means salaries and winnings as well as the profits and taxes stay right here in Louisiana instead of leaving our state," Mr. Roussel continued. The riverboat docks at the Star Casino Terminal, a 34,000-sq.-ft. modern building which houses an information booth, reservations booth, restaurant, gift shop, cocktail bar and the security operations center of the Star Casino.

Security at Star Casino is of primary importance, according to Mr.

Roussel. The security system is elaborate and features state-of-theart equipment. Walter J. Tirrell,Star Casino: Louisiana's First Riverboat Casino director of security, claims that the entire Star Casino complex is monitored and patrolled 24 hours a day to ensure the safety of employees and guests.

The Star Casino operator is the well-known casino company Showboat, Inc., an operation with successful gaming establishments in Atlantic City and Las Vegas.

Keith Wallace, former general manager of the Showboat Casino in Las Vegas, will serve as executive vice president and chief operating officer.

Mr. Wallace has played a major role in the start-up of Star Casino, and his history of casino management experience qualifies him to direct the Star Casino team.

A black-tie celebration was held at the Star Casino Terminal at South Shore Harbor on Lake Pontchartrain in New Orleans, La. in late October. A formal christening ceremony for the 19th century paddlewheel replica was held at the terminal with state and local dignitaries particip a t i n g . Governor Edwin W.

Edwards, Mayor Sidney Barthelemy, Senate President Sammy Nunez, and Speaker of the House John Alario joined the Hon orable Robert G. Harvey, presi dent, Board of Commissioners of thi Orleans Levee District, and Mr Roussel to dedicate the boat and t< officially open Star Casino, followec by a fireworks display over Lake Pontchartrain, the largest single lake in the U.S., where the Stai Casino will operate 365 days a year, Star Casino officially opened for business on November 8.

The gaming vessel market has been gaining support across the U.S., with Indiana's recent legalization of riverboat gaming prompting 28 applications for t h a t state's 11 licenses.

Other states are not far behind, and sources within the industry estimate that Ohio and Texas are two states likely to join the riverboat gaming ranks soon.

Louisiana, which has been one of the more active states legislatively from the beginning of the boom, will one day have 15 riverboat gaming vessels licensed in the state, as dictated by current law.

The gaming vessel market has obviously resulted in a much-needed boost for many shipyards attempting to make the change from the Navy business of the past to the booming commercial business of the future. Equipment manufacturers have also profited from the extra business, a testimony to that being the Star Casino's impressive equipment list.

Riverboat gambling as a class of casino usually means the casino is over water, but it does not mean that the casino is usually able to ply the waters of the river. Like in Mississippi, casinos are usually riverboat casinos, but they are so big and unwieldy that they would never actually move. They are over water to satisfy the requirements of the law only.

Just read the other day that the folks who own the Creole Queen are refurbishing a riverboat and are bringing it to the docks next to the Creole Queen sometime next year. Will have restaurant and lodging and I'm pretty sure it said gambling.

It was the brainchild of Christopher Hemmeter (operating the Grand Palais riverboat) with a 50/50 joint venture with Capital Gaming International (operating the Crescent City Queen riverboat). The two riverboat complex partially circumvented Louisiana state law (repealed in 2001) requiring riverboat gaming vessels to make the required 90-minute cruise once every three-hour period weather permitting. There would always be at least one vessel docked while the other would sail so patrons would never have to wait in line to board a gaming vessel. The riverboats opened for only nine weeks from March 29 - June 13, 1995. [1] The terminal building complex was still in the ongoing interior construction phase when casino revenue was far below projections, additional funding was not secured and work was abruptly halted with construction tools, blueprints and materials left in place.

Riverboat casinos are a popular form of entertainment all along the Mississippi River and its tributaries. As this mighty river flows across many different state lines, you can find these historic paddleboat gaming hubs in Illinois, Iowa, Louisiana and Mississippi. Despite the rise of online casino games and futuristic high-end land-based casino resorts, this piece of gambling history has prevailed. Let’s look at the history of riverboat casinos and where you can find them in America today. 

Why the Mississippi River?

With so many rivers running through America, why is it that you can’t tell the story of riverboat casinos without the Mississippi River? The Mississippi is the second-longest river in North America. It flows 2,350 miles from its source at Lake Itasca, Minnesota, through the center of the US to the Gulf of Mexico. This part of the world was known for the paddle steamers that used to cruise up and down this mighty river. It makes sense that riverboat gambling started here; after all, the river was the center of economic activity in the South in the 19th century. 

A quick history of riverboat gambling

To see where riverboat casinos started, we have to go back to the 1800s, when the Mississippi Valley was the beating heart of the American economy. Back then, the Great River was a watery freeway, connecting traders and communities by river transports that could move faster and haul more loads than wagons and tired old mules.

Games of chance were a great way to relieve the boredom of a riverboat commute for passengers and wealthy merchants alike. The mix of money and entertainment soon made gambling the activity of choice on board the old flatboats. Riverboats were a great place to have a party with music and dancing added to the mix. Old Blue was the merriest place in America.

Passengers and merchants enjoyed casino table games like roulette, blackjack and big 6 wheel. Poker was so popular with the French colonists who worked as crew members on Mississippi riverboats that it spread to all corners of the country. 

The end of the riverboat era

Families, trade and the great American novel flourished thanks to the big steam-propelled paddlewheel boats. But steam locomotives and trains would soon enter the market and provide more efficient transportation. The Doubleheader, the Kettle, the Dinky and the Bobtail Haul arrived and these steam locomotives made riverboats seem slow and old-fashioned by comparison. Soon Old Blue became the Big Muddy and the river’s steamboats were no more than a nod to the past. But even though riverboats were no longer a central part of American trade, riverboats would evolve to become an important part of the entertainment and gambling industry.

Riverboat gambling regulations

It wasn’t until 1904 that the first riverboat casino, called the City of Traverse, set sail on Lake Michigan. At this time, gambling had started to take shape as an organized commercial operation. Due to the Big Muddy bordering a number of states, it was effectively a juridical gray area. This made gambling on the Great Mississippi a relatively safe bet from a legal point of view.

Then, in 1951, Senator Lyndon Johnson had a hand in drafting the Transportation of Gambling Devices Act. This made it a crime to transport gambling devices across state lines unless it was allowed in the place you were headed to. It also made it possible for certain types of river vessels and some riverside destinations to continue plying their trade.

Modern riverboat gambling regulations

Today, riverboat gambling is legal in six states. Iowa led the way in 1991; Illinois and Louisiana followed in the same year. Mississippi, Indiana and Missouri legalized the activity in 1993.

These days, if you want to gamble onboard a vessel in waters bordering any of these six states, you’ll need to be 21 years of age or older. Be sure to check out the gambling legislation in the state you’ll be playing in. For example, if you win more than $1,200 at a riverboat casino in Iowa, you must pay more than 5% in taxes. You can reclaim some of this money if you file a state income tax return. Meanwhile, in Illinois, 15% of winnings must go to the state and 5% to the local community.

The impact of Hurricane Katrina on gambling legislation

The year 2005 was not a good one for the Mississippi River and its surrounding communities. Hurricane Katrina destroyed most riverboat casinos, with many Gulf Coast states changing their gambling legislation. This forced riverboat casinos to operate from dry land only. Almost all Gulf Coast riverboat casinos have been rebuilt since, but most remain dockside.

Gambling cheats suffered harsh punishments

Historians believe that gambling cheats were sometimes hung by vigilantes, who took the law into their own hands. One famous example happened in Vicksburg, Mississippi, in 1835, when five gamblers were lynched after they were found to be cheating.

Riverboat casinos had style and size requirements

When riverboat gambling was legalized in the early 1990s, all Louisiana vessels had to look like 19th-century paddlewheel boats. In Indiana, the law required riverboat gaming houses to be at least 150 ft long and able to accommodate 500 passengers or more.

The earliest casinos had to be in motion to operate

In most eligible states, players were only allowed to gamble while the vessel was in motion. However, this changed when boats couldn’t leave the shore due to bad weather or for other safety reasons. Now, of course, the opposite is true. Most states require riverboat casinos to stay dockside. This is just another example of how weird gambling laws in the US can be. 

Riverboats are the only casinos in some states

By 2018, 63 riverboat casinos were operating across six states. More than a sideline, these gaming houses account for the entire commercial casino operation in the states of Illinois and Missouri. By the end of 2018, gambling revenue from boats totaled $382.5 million in state tax in Illinois and $152.1 million in Missouri.

Following delays, the Caesars New Orleans hotel under construction alongside the casino is scheduled to open this fall, joining a host of new developments along New Orleans’ riverfront ahead of next year’s Super Bowl.

Caesars wants to open the 15-floor, 340-room hotel at the foot of Canal Street before the Super Bowl is held at the Caesars Superdome in New Orleans in February, said Samir Mowad, the casino’s general manager.

Mowad spoke in an interview in Baton Rouge after a state Senate committee gave Caesars an additional year to be out of compliance with an employment rule meant to ensure local hiring. Mowad cited disruptions caused by the renovations.

Once finished, the hotel would join a Four Seasons Hotel that opened in 2021, a new Canal Street ferry terminal completed last year, and a renovated Audubon Aquarium and Insectarium that also opened last year along the riverfront, among other projects.

“Caesars is making a significant investment in hotels and restaurants,” Sen. Royce Duplessis, D-New Orleans, sponsor of the legislation, Senate Bill 277 , told the committee.

State law has long required New Orleans’ only-land based casino, formerly Harrah’s, to maintain a workforce of at least 2,400 to ensure that locals benefit from the original deal.

But the Legislature agreed in 2022 to give Caesars two years to employ fewer workers while it was constructing the hotel and renovating the casino. The legislation passed by the Senate Judiciary B Committee gives Caesars an extra year until mid-2025 to comply. SB277 now advances to the full Senate.

Mowad estimated that only 60% of the gambling floor is operational now as the company reconfigures the casino, work that includes opening three quick service restaurants and two high end restaurants .

“We’re literally renovating every square inch of what we had,” Mowad said. “Once the restaurants and hotels open up, we’ll get back to full employment.”

The casino has had the Harrah’s name on it since opening in the mid-1990s but is about to be brought under the Caesars banner, Mowad said, now that Caesars owns Harrah’s.

Though the workforce exemption is due, in this instance, to the fact that renovations have put whole swaths of the casino out of commission,  it's not the first time the casino has sought to soften its requirement. A change made at the company’s behest several years ago now allows the workforce to include workers at the restaurants and at the Harrah’s across Poydras Street from the casino.

The company got the Legislature in 2019 to extend its license for 30 more years, until 2054, and allow it to open the restaurants. In exchange, the company pledged to open the hotel, invest at least $325 million and pay tens of millions of dollars more to the state and the city of New Orleans over the 30 years.

Plans for the company to revamp a block of Fulton Street next to the existing hotel have been scrapped, Mowad said.

When the Legislature approved the extension, Caesars officials said they planned to hire an additional 500 employees once the hotel opened. Mowad would not commit to that figure Tuesday, saying that the company has had trouble finding qualified employees.

“Definitely the landscape of the world has changed since COVID,” he said.

Total gross gambling revenue was $23 million in February, compared to $26 million, the month before COVID shut down the casino temporarily, according to the Louisiana Gaming Control Boar d.

The casino has to pay the state at least $65 million a year.

Legislature OKs bringing Louisiana riverboat casinos to shore; these boats likely to lead the way

Louisiana could have up to 15 more land casinos filled with thousands of new slot machines and table games under a bill given final legislative approval Tuesday by the House that will allow the state’s riverboat casino industry to move ashore.

The vote was 53-42, the minimum number required for passage.

Supporters overcame criticism that Senate Bill 316 represented an expansion in gambling, a key litmus test for many lawmakers.

Because the Senate already had approved SB316, it now goes to Gov. John Bel Edwards for his signature. He has expressed support for it.

Two of the state’s 15 floating casinos that are likely to move soonest onto land are the Belle of Baton Rouge in downtown Baton Rouge and the Treasure Chest on Lake Pontchartrain in Kenner. SB316 allows them to move 1,200 feet — equivalent to four football fields — onto land from their “designated berth space.”

State Rep. Stephen Dwight, R-Lake Charles, pushed the bill for the Senate sponsor, Ronnie Johns, R-Lake Charles, promoting the measure as a way to generate more investment in the riverboat casino industry, with those that move onto land likely to build hotels and restaurants.

“They can’t just come into a warehouse,” Dwight said, saying the Louisiana Gaming Control Board will not approve the move unless it leads to “significant economic development.”

Dwight noted that a task force recommended the move onto land and the other major change in the legislation: replacing the current cap of 30,000 square feet of gambling space per boat with a cap instead of 2,365 gaming positions. A gaming position is essentially a seat at a slot machine or table game.

Dwight said the boats want to switch the cap because they are putting bigger and bigger machines on their casino floors.

Johns and Ronnie Jones, the chairman of the Louisiana Gaming Control Board, co-chaired the task force.

Dwight repeatedly disagreed with critics of the legislation who said it amounted to an expansion of gambling.

He called SB316 a “modernization” of the riverboat casino industry because the boats — which have been dockside since 2001 — still have paddlewheels and are required to have captains aboard.

The House rejected amendment after amendment opposed by the riverboat casino industry, at Dwight’s request. Nearly all Democrats opposed those amendments while Republicans were generally in support — a breakdown reflected in the final vote in favor of the bill as well.

One amendment, pushed by state Rep. Sam Jones, D-Franklin, sought to require a boat owner to pay at least $5 million to the state before relocating the vessel. It lost on a 41-49 vote.

Jones said it was foolhardy to approve SB316 without the state conducting an independent study to try to determine its impact.

“What’s the rush?” he asked, echoing complaints about the Harrah’s New Orleans casino bill, a separate measure. “Let’s do a fiscal impact on this and find out if we’re giving the store away.”

Floating casinos could add more slot machines, table games under bill passed by House panel

State Rep. Lance Harris, R-Alexandria, sought to limit the 15 boats to their current figure of a total of 21,223 gaming positions, according to the most recent figures from State Police.

Harris was attempting to revise a provision in SB316 that would allow each of the boats to have 10 percent more gaming positions than the number at the Golden Nugget in Lake Charles, which has the most with 2,152 positions. SB316 would establish a new cap of 2,365 gaming positions per boat.

If each boat expanded to the 2,365 gaming positions, all 15 boats would have 35,475 gaming positions, a 67 percent increase above the 21,223 positions.

“This is simply an amendment to make sure this is not an expansion of gaming or gambling,” Harris said.

The House rejected his amendment 39-54.

State Rep. Barry Ivey, R-Central, offered an amendment that would have required the approval of a parish’s voters before a boat could move ashore. Ivey noted that the parishes where the boats operate approved riverboat gambling. That vote occurred in 1996.

“The people have voted,” Dwight said in opposing the amendment. “They’ve already spoken on this.”

Ivey countered by saying, “I don’t think there’s any harm in letting the people vote. ... The definition of riverboat and gaming floor would be changed.”

His amendment lost 33-61.

“Let me tell you what we’re addicted to. We’re addicted to the juice,” said state Rep. Rick Edmonds, R-Baton Rouge, referring to the casino tax revenue and adding, “Louisiana has the fourth highest incidence of problem gambling in the country.”
