Yacht club developer clears some hurdles; land use and zoning approved

Lighthouse Point – With the passage of five agenda items, the city commission moved past the paperwork that has delayed redevelopment of the Lighthouse Point Yacht and Tennis Club for more than three years – the commission’s first look at the development by Paterson Project Management in the summer of 2018.

Approved last week was an amendment to change the land use on the 10 acres from commercial to irregular residential, a supporting amendment to the city’s comprehensive plan, amendments to the land development code and the zoning code to rezone the property to yacht club/mixed use, and the developer’s agreement that lays out the details of the project and how he will proceed.

Commissioner Jason Joffe cast a dissenting vote on the rezoning ordinance because of his concerns about the site plan being presented by developer Terry Paterson.

Residents, Joffe said, have expressed concerns about the project’s density. The developer’s agreement drew the most discussion from the commission. One item of concern was the additional traffic on Northeast 27 Terrace that will be generated by the construction of 22 townhomes, the yacht club and a tennis center. Traffic calming, sidewalks and police patrols were among the proposed remedies. Other issues were project timelines, cleanup fees, permitting, an effective start date, how long it will take to develop a traffic calming plan, the consequences if the project is not finished.

Said Commission President Kyle Van Buskirk, “We will be putting a lot of faith in you, Terry [Paterson]. We will be keeping our fingers crossed.”

In his defense, Paterson said he cannot control the timeline on some things such as permits from utility companies, the possible presence of asbestos in the old yacht club building and permits held up by various other entities such as the one needed for the sewer cap, which must be issued prior to the demolition permit.

In making the motion to approve the agreement, Commissioner Earl Maucker said, “This is a massive project . . . there are legitimate concerns . . . Going forward it will be a benefit to the city.”

The three-and-a-half hour deliberation capped hours of work by city staff, planners, attorneys and the planning and zoning board. First reading of some items was nearly a year ago.

Resident Sammy Salem, who has been in regular communication with city officials about the project, spoke several times at this meeting. He wanted specifics on traffic calming and sidewalks on 27 Terrace saying, “There are no concrete solutions.”  

Added Salem, “I strongly urge the clubhouse be closed during construction.” He said the work would go faster and club members would “not be put in harm’s way.” On safety concerns, he said construction workers are prone to speeding and asked for added police presence in the area.

“What if you lived across the street? Would that change how you vote?” Salem asked commissioners.

Paterson is currently building a single-family home on the property which has code violations. Commissioner Mike Long told Paterson those matters need to be cleared up before the city will issue him redevelopment permits.

Fort Lauderdale builder Terence “Terry” Paterson has major redevelopment plans in store for the Lighthouse Point Yacht & Racquet Club.

An entity controlled by Paterson – Lighthouse Point Yacht Club Investments – purchased the property at 2701 NE 42nd St. from Silver Seas Hotel Inc., earlier this month in a $15.9 million transaction. The deed transfer was filed with Broward County on July 20.

In a telephone interview Tuesday, Paterson, president of Paterson Project Management, said he acquired the Lighthouse Point yacht club in a 50-50 partnership with entrepreneur Angel Doraliev.

“We have a lot of big plans. We’re planning more than $65 million worth of development over there,” Paterson said.

Paterson Project Management has more than 15 years of home construction and general contracting experience, according to its website. The company is building Sky 230, a collection of 29 luxury waterfront town homes in Lauderdale by the Sea. Seventeen have been completed and sold, Paterson said. It also has about a dozen homes going up across Fort Lauderdale, Lighthouse Point, Boca Raton and West Palm Beach.

The yacht club’s redevelopment plans, which are contingent on approval from Lighthouse Point city officials, include the construction of a new clubhouse building and 20 residences on site, Paterson said.

The new two-story clubhouse would sport a resort-style ambience offering a kid’s pool, Jacuzzi, lap pool and 19 covered cabanas, he noted. It would have an upgraded fitness center overlooking its marina, spa facilities and rooftop tennis courts.

The clubhouse’s food and beverage upgrades would include a new poolside tapas-style eatery and interior formal restaurant and a 350-seat banquet facility on its second floor. A conference room, bridal suite for wedding parties and children’s play area would also be added on the upper level.

On the residential side, Paterson said plans call for 10 luxury homes to be built along the property’s waterfront and another 10 luxury, 3-story town homes along its street side. Rezoning of the property for residential purposes will be required and that application process has started.

In the interim, light renovations to the property will begin in August. They will include new furniture, repainting of the existing clubhouse and revamped landscaping. The restaurant’s menu will be changed to include contemporary and healthier options while keeping popular traditional dishes, Paterson said.

The South African-born avid yachtsman said he did a lot of research on the private, gated yacht club property before acquiring it. He’s also solicited input from many long-time members on the improvements they’d like to see there.

“We’ve been talking to every single member we can get our hands on,” he said.

One overriding response has been a desire to grow the club’s base of young and family members, he said. Another wish-list item is the addition of the popular pickle ball game. But Paterson said he will tend to the needs of older members.

Club membership before the recession was about 750; the goal is to grow it and cap it at about 1,000.

While future plans also include a rebuilding of its marina, for now, it’s doing a vibrant business the owners don’t intend to disturb.

Situated close to the Hillsboro Inlet, the 78-slip marina can accommodate sport fishing boats and yachts from 30 feet to 120 feet in length, according to the club’s website.

“The marina is our jewel,” Paterson said. “There’s a waiting list to get in.”

The 172 pages of considerations lays out Paterson’s obligations as he develops the 10 acres with 21 townhomes, a family residence [his own], a 63,000-sq.-ft. clubhouse, a 2,400-sq.-ft. kids’ center, 4,000 sq. ft. of tennis center/bistro, a 78-slip marina, 800 sq. ft. for a marina office and a 774-sq.-ft. entryway feature at Northeast 27 Terrace, The New Pelican reported. It contains such details as the curfew for the tennis courts, 9 p.m., and the number of live-a-board boat slips in the marina, 12.

The agreement has been in negotiation for several years and a special zoning district, Yacht Club Mixed Use, was created for a portion of the site to enable the residential development to occur, The New Pelican reported.

In the meantime, Public Works Director Chuck Schramm is making personal visits to residents of Northeast 27 Terrace to inform them Paterson will be installing 1,300 feet of sidewalk in the neighborhood, which will be built to the city’s specifications. Also required of the developer will be traffic calming devices,  The New Pelican reported.

“Our employees are so dedicated,” Mayor Kyle Van Buskirk said this week. To prove this point, he noted Schramm is visiting the residents of Northeast 27 Terrace to inform them about the sidewalk. Said the mayor, “We are trying our best to be forthcoming [about this project].”

To date, traffic safety has been a major concern for residents of the area, The New Pelican reported.

But until Paterson can prove financial liability by obtaining a construction loan, he cannot pull any demolition or construction permits, the mayor said.

Paterson first came before the Lighthouse Point Planning and Zoning Board in 2018 with his plans for the yacht club property and up until early 2022, had been making regular appearances at both zoning board and city commission meetings. In play for most of this year, was fine tuning the developer’s agreement,  The New Pelican reported.

Reportedly Paterson ran into a financial situation when his original $10 million loan to buy the yacht club property expired due to delays he blamed on the city.

Lighthouse Point Yacht Club Redevelopment Plans Revised

A revised site plan for the redevelopment of the Lighthouse Point Yacht Club was presented informally to the Planning and Zoning Board this month by Terry Paterson, the club’s owner and developer. 

Paterson is proposing to build 20 luxury townhomes and two single-family homes on a portion of the yacht club property that is currently used for tennis courts and parking. Paterson plans to use the proceeds from the sale of the residential units to subsidize an updated yacht club facility.

Paterson was seeking feedback from the Planning and Zoning Board before submitting a final site plan and other items that the Board will vote on at a future meeting, possibly in March.

During his presentation to the Board, Paterson explained his goals for the development timeline.

He said he wants to start building a new tennis center/bistro as soon as possible, and have it finished by Sept. 1, when members come back after the club’s annual closure during the month of August.

The one-story tennis center/bistro would be built on existing clay tennis courts, east of the club’s entrance on NE 42nd Street, and would serve as a temporary clubhouse once the existing clubhouse is demolished.

Paterson said that a lot of the interior from the club’s existing lounge will be reused inside the tennis center/bistro, to “keep the nostalgic value of some of the things that we have.”

Paterson said he would like to start the demolition permit process for the main clubhouse in June, which will likely be a three-month process, and then demolish the clubhouse by the end of August or the beginning of September.

His goal is to start vertical construction of the new clubhouse around Sept. 1, which should take about 18 months to complete, possibly less.

“Commercial does go a lot quicker than residential, but we’ve got a lot of detail that we have to do to build out this club, so I need the time,” said Paterson.

The sequence in which the townhomes will be built is based on sales. The plan is to build five townhome buildings with four 3-story units each. Paterson said that before his bank will release funding for each townhome building, two out of the four units in the building must be sold.

Paterson said he currently has two units sold in one building, and one unit sold in another building. He expects that by the time he receives all his approvals from the City, construction on those two buildings will be ready to start immediately. Once construction gets underway, each townhome building will take 18 months to complete.

Paterson explained that once he starts a building, the bank money is already in place, and “it doesn’t matter what happens to the economy…that building is built from start to finish.”

He clarified that he does not have to rely on getting the profits from the sale of the residential units before he can start building the clubhouse. Profits from the residential units will pay off the loan that will be in place for the construction of the clubhouse, not go towards building it.

“We’re building the club regardless of the townhouses,” he said.

The plan is for the existing pool area, gym and marina to remain in operation during most of the construction. At least five tennis courts will remain in operation at all times.

Once the new clubhouse is fully operational, the building that is the current gym will be turned into an indoor basketball court and kids center. The new clubhouse will have its own 10,000-square-foot gym. The existing pool will be demolished and two lap pools and a kids’ pool will be built.

In order to carry out his redevelopment plans, Paterson is requesting several text amendments to the city’s zoning code.

The yacht club property is currently zoned as a business district that does not allow for a residential component. In order to build the townhomes and single-family homes, Paterson is requesting that a new zoning district be created.

According to Mayor Glenn Troast, the new zoning district is called “Lighthouse Point Yacht Club mixed-use zoning district.”

Paterson is also requesting two text amendments to the city’s Comprehensive Plan. These text amendments relate to building heights on the yacht club property.

Additional requests are being made pertaining to the number of parking spaces required, the percentage of pervious and impervious areas required on the property, the length of the townhome buildings, property setbacks, and the operation of a limited number of yacht club facility-related businesses out of the yacht club premises.

Planning and Zoning Board members Bill Gallo (Vice Chair) and Susan Motley emphasized that they would not be prepared to approve anything until the Board receives a complete package that includes a development agreement, the text amendments to the city’s Comprehensive Plan and zoning code, the final site plan, a detailed phase plan, a parking study, a traffic analysis, and a landscape plan. 

Following the Planning and Zoning Board meeting, Paterson’s attorney submitted a revised development agreement to the City, along with other documents.

City staff has been reviewing the documents, and providing feedback to Paterson and his attorney, according to Mayor Troast. Once the package is finalized, it will go to the city’s Development Review Committee, the Planning and Zoning Board and the City Commission. The final site plan will also go to the Community Appearance Board for approval.

Last October, the Broward County Commission approved Paterson’s application for a land use plan amendment that allows up to 22 residential units to be built on the yacht club property.

In April, the City Commission gave its preliminary approval for the land use change. The ordinance will come before the City Commission for a second and final vote.

“I’m very excited that this project is moving forward and I think they’ve come up with a very exciting plan for the yacht club,” said Troast. “It’s just a matter of getting everything done to make it happen.”

For the first time Rosatom Fuel Division supplied fresh nuclear fuel to the world’s only floating nuclear cogeneration plant in the Arctic

The fuel was supplied to the northernmost town of Russia along the Northern Sea Route.

The first in the history of the power plant refueling, that is, the replacement of spent nuclear fuel with fresh one, is planned to begin before 2024. The manufacturer of nuclear fuel for all Russian nuclear icebreakers, as well as the Akademik Lomonosov FNPP, is Machinery Manufacturing Plant, Joint-Stock Company (MSZ JSC), a company of Rosatom Fuel Company TVEL that is based in Elektrostal, Moscow Region.

The FNPP includes two KLT-40S reactors of the icebreaking type. Unlike convenient ground-based large reactors (that require partial replacement of fuel rods once every 12-18 months), in the case of these reactors, the refueling takes place once every few years and includes unloading of the entire reactor core and loading of fresh fuel into the reactor.

The cores of KLT-40 reactors of the Akademik Lomonosov floating power unit have a number of advantages compared to the reference ones: a cassette core was used for the first time in the history of the unit, which made it possible to increase the fuel energy resource to 3-3.5 years between refuelings, and also reduce the fuel component of the electricity cost by one and a half times. The FNPP operating experience formed the basis for the designs of reactors for nuclear icebreakers of the newest series 22220. Three such icebreakers have been launched by now.

For the first time the power units of the Akademik Lomonosov floating nuclear power plant were connected to the grid in December 2019, and put into commercial operation in May 2020. The supply of nuclear fuel from Elektrostal to Pevek and its loading into the second reactor is planned for 2024. The total power of the Akademik Lomonosov FNPP, supplied to the coastal grid of Pevek without thermal energy consumption on shore, is about 76 MW, being about 44 MW in the maximum thermal power supply mode. The FNPP generated 194 million kWh according to the results of 2023. The population of Pevek is just a little more than 4 thousand, while the FNPP has a potential for supplying electricity to a city with a population of up to 100 thousand people. After the FNPP commissioning two goals were achieved. These include first of all the replacement of the retiring capacities of the Bilibino NPP, which has been operating since 1974, as well as the Chaunskaya TPP, which has already been operating for more than 70 years. Secondly, energy is supplied to the main mining companies in western Chukotka in the Chaun-Bilibino energy hub a large ore and metal cluster, including gold mining companies and projects related to the development of the Baimsk ore zone. In September 2023, a 110 kilovolt power transmission line with a length of 490 kilometers was put into operation, connecting the towns of Pevek and Bilibino. The line increased the reliability of energy supply from the FNPP to both Bilibino consumers and mining companies, the largest of which is the Baimsky GOK. The comprehensive development of the Russian Arctic is a national strategic priority. To increase the NSR traffic is of paramount importance for accomplishment of the tasks set in the field of cargo shipping. This logistics corridor is being developed due regular freight voyages, construction of new nuclear-powered icebreakers and modernization of the relevant infrastructure. Rosatom companies are actively involved in this work. Rosatom Fuel Company TVEL (Rosatom Fuel Division) includes companies fabricating nuclear fuel, converting and enriching uranium, manufacturing gas centrifuges, conducting researches and producing designs. As the only nuclear fuel supplier to Russian NPPs, TVEL supplies fuel for a total of 75 power reactors in 15 countries, for research reactors in nine countries, as well as for propulsion reactors of the Russian nuclear fleet. Every sixth power reactor in the world runs on TVEL fuel. Rosatom Fuel Division is the world’s largest producer of enriched uranium and the leader on the global stable isotope market. The Fuel Division is actively developing new businesses in chemistry, metallurgy, energy storage technologies, 3D printing, digital products, and decommissioning of nuclear facilities. TVEL also includes Rosatom integrators for additive technologies and electricity storage systems. Rosenergoatom, Joint-Stock Company is part of Rosatom Electric Power Division and one of the largest companies in the industry acting as an operator of nuclear power plants. It includes, as its branches, 11 operating NPPs, including the FNPP, the Scientific and Technical Center for Emergency Operations at NPPs, Design and Engineering as well as Technological companies. In total, 37 power units with a total installed capacity of over 29.5 GW are in operation at 11 nuclear power plants in Russia. Machinery Manufacturing Plant, Joint-Stock Company (MSZ JSC, Elektrostal) is one of the world’s largest manufacturers of fuel for nuclear power plants. The company produces fuel assemblies for VVER-440, VVER-1000, RBMK-1000, BN-600,800, VK-50, EGP-6; powders and fuel pellets intended for supply to foreign customers. It also produces nuclear fuel for research reactors. The plant belongs to the TVEL Fuel Company of Rosatom.
