Two Oceans 555 Reviewed

Two Oceans 555

Dave Jirikovic of HMY Yachts was on a quest. The sales broker was looking for the meanest, nastiest patch of Gulf Stream he could find to show a potential client what the Two Oceans 555 power cat could handle.

“There,” he said, pointing ahead. “A series of solid 4-footers.” The Gulf Stream was roiled from several days of 20-plus-knot northern winds running against the northbound current.

And just as he had intended to show us, the broad-shouldered power cat didn’t even notice. He even dropped the single-lever throttles back to idle and left the 25-foot-wide Two Oceans 555 beam-on to another set of square-edged seas. The 55-footer brushed that off too. Jirikovic tried quartering into the seas—never a happy angle for catamarans—and the yacht drowsed through them.

Stability was among many characteristics that left me impressed with the Two Oceans 555, the company’s first offering in the United States. The builder was founded in 1989 and constructs its boats in Cape Town, South Africa, with power and sail models from 23 to 160 feet length overall. Two Oceans also builds offshore rescue craft, which explains some of the other characteristics I saw after taking a turn at the helm of the Two Oceans 555.

For instance, I was startled to learn that this power cat gets about 1 nautical mile per gallon at 10 knots. With 750 gallons of fuel, that’s a lot farther than most yachtsmen will ever want to run in a single hop.

This cat also has speed—topping out at more than 27 knots—with twin 550 hp Cummins QSB6.7L diesels. The vessel’s performance and seaworthiness are a tribute to the twin slippery hulls designed by Du Toit Yacht Design of South Africa. Using tunnels tightly fitted to the props for maximum power, and with low-drag sacrificial keels, the 555 has just a 3-foot-6-inch draft.

Construction is solid with a vinylester barrier coat underwater and PVC foam core, all vacuum-bagged for strength and reinforced with carbon fiber in high-load areas.

Effort has clearly been spent on soundproofing; my decibel meter barely nudged 82 dB(A) at 26.5 knots in the salon. Thanks to the boat’s underwater side-mounted exhausts, the bridge sound was even quieter: 79 decibels at 23 knots.

The thing I liked most about the Two Oceans 555 is that it is essentially a blank canvas. This particular boat had a layout I liked: an on-deck master stateroom separated from the salon by sliding doors. The master has 180 degrees of 27-inch-high windows for a panoramic view from the walk-around island berth. The en suite head is in the port hull with twin sinks, a 3-by-4-foot shower stall and a tilt-up vanity.

Guest staterooms included an athwartships space forward in the starboard hull with a larger-than-queen berth, and another stateroom aft with a queen berth. The opposite hull had a third guest stateroom with twin berths.

This yacht’s salon had a dinette to port opposite a galley large enough to accommodate several chefs. All the usual amenities—from US manufacturers for easy service—included a stand-up two-door fridge with a drawer, a microwave, a five-burner cooktop, an ice maker, a trash compactor and a dishwasher. What was more interesting was the size of the L-shaped Corian countertop: The L was a few inches shy of 8 feet, while the fore-and-aft counter was more than 11 feet long.

The salon opens up to the cockpit, which, on this 555, had a settee with a dining table. The back is double-sided so people could sit facing aft, either to watch the launching or retrieval of a tender with the hydraulic platform or just to enjoy a sunset. There’s also a U-shaped recessed dinette with wraparound seating on the foredeck.

That leaves the flybridge, whose open aft deck was 9 feet by 28 feet for sun lounges, chaises or personal watercraft to be launched via the optional crane. A wraparound dinette to port faced a grill, a fridge, an ice maker and a sink.

The helm is forward, abaft a full-height windscreen. There’s a double-wide Stidd seat, and either two or three Garmin multifunction displays. Future boats are likely to have the engine monitors and switches in an overhead, aircraft-style panel on the hardtop, but there was room for the skipper to make good use of the standard Side-Power bow thruster (a stern thruster is optional).

This power cat had the optional Off-Grid package, using twin 9 kW Integrel Solutions generators coupled to the prop shafts with flex power takeoffs. Combined with the solar panels forward of the flybridge helm, this arrangement feeds a bank of Victron Energy lithium-phosphate batteries totaling 26,000 watts, providing more than 19 hours of silent running time for all air-conditioning, ship and galley needs.

The Two Oceans 555 power catamaran has the interior and exterior real estate of a monohull nearly double its size. It offers a smooth ride in rough water, has accommodations for the largest of cruising families, and uses solar power to cruise anywhere a yachtsman desires. All of this, combined with the ability to heavily personalize the yacht, makes the Two Oceans 555 a strong offering in the power-cat marketplace.  

Wealth of Experience

Du Toit Yacht Design may not yet be a household name in the United States, but it is the leading catamaran design firm in South Africa, with several sizes of Two Oceans power cats and Balance sailing catamarans, and more than 120 production and custom yacht designs.

Victron Energy is a Dutch producer of electrical equipment for marine and industrial needs, energy storage and solar energy access. Each Victron lithium-phosphate battery has its own battery-management system.

The Battery Basics

The builder says that when it comes to recharging, the yacht’s lithium-phosphate batteries can ramp back up to 85 percent power in just 60 minutes when the main engines are running. 

Efficient Engines

The Cummins QSB6.7L is an in-line six-cylinder, 408-cubic-inch, turbocharged, after-cooled diesel noted for its 80 percent noise reduction compared with similar engines, because of its common-rail fuel system. The single-loop, low-temperature after-cooling eliminates the need for keel coolers, and it reduces emissions.

The Pacific and Atlantic Oceans are the two largest oceans in the world and occupy a combined area of roughly 104,900,000 square miles. Many nations have a coastline on one of these oceans, but several countries have coastlines on both. When considering whether a nation borders both oceans, oceanographers consider the marginal seas, gulfs, and straits. Examples of countries that border both the Atlantic and Pacific include Chile, Mexico, and Guatemala. The full list is provided below.

Located in South America, the western and southeastern edges of Chile have coastlines on the Pacific and Atlantic Oceans, respectively. Chile has control over the Strait of Magellan, a navigable water body that links the Pacific Ocean with the Atlantic. The nation has ports along the Atlantic Ocean, the most significant of which is Puerto Toro. Chile also has several ports along the Pacific Ocean, such as Puerto Chacabuco, Puerto Montt, and Puerto Williams.

Mexico also has coastlines on both the Atlantic and the Pacific Oceans. Located in the southern part of North America, its coastline along the Pacific Ocean is situated on the country's western edge, and its coastline with the Atlantic Ocean borders the eastern edge. More specifically, the eastern part of Mexico borders the Caribbean Sea and Gulf of Mexico, which are both considered marginal seas of the Atlantic Ocean. Mexico has several ports located along coast of the Pacific Ocean, the most notable being Manzanillo, Lázaro Cárdenas, and Puerto Chiapas. In particular, Manzanillo is considered the nation's busiest port. Mexico also has a port in the Gulf of Mexico, referred to as Matanzas.

Guatemala has a coastline on the Pacific Ocean, which is situated on the southern edge of the country. Located in Central America, Guatemala also borders the Caribbean Sea, a marginal sea of the Atlantic Ocean, which is located on the northeastern edge of the country. The port of Puerto Quetzal is the largest port along Guatemala's Pacific coast. It is an essential port for cargo traffic and as a stop-over point for cruise liners.

Nicaragua's coastline on the Pacific Ocean is situated on the southwestern edge of the country. Located in Central America, Nicaragua also borders the Caribbean Sea on the eastern edge of the country, which is a marginal sea of the Atlantic Ocean. Bluefields is Nicaragua's only port along the Atlantic Ocean.

Costa Rica's coastline on the Pacific Ocean is located along the country's southwestern edge. The Central American country is also considered to border the Atlantic Ocean, since it has coastline along the Caribbean Sea on its northeastern edge.

Colombia's coastline with the Pacific Ocean is situated on the western side of the country. The South American country is also considered to border the Atlantic Ocean since it borders one of its main marginal seas, the Caribbean Sea. Colombia's coastline on the Caribbean Sea is situated on the nation's northern edge.

Given its massive size, Russia not only borders the Pacific and the Atlantic Oceans, but it also borders the Arctic Ocean. Russia is considered to border the North Pacific Ocean, and has a coastline on two of the marginal seas of the Arctic Ocean, the Black Sea and the Baltic Sea. Russia has several ports along the Atlantic Ocean, the most prominent being St. Petersburg.

Like Russia, Canada borders the Pacific and the Atlantic Oceans, as well as the Arctic Ocean. Located in the northern part of North America, Canada borders the northern edge of the Pacific Ocean as well, as the northern edge of the Atlantic Ocean. Canada has several ports along the Atlantic Ocean, with some of the most prominent being Saint John, Corner Brook, and Happy Valley-Goose Bay.

United States

Given its large size, the United States (US) borders both the Atlantic and Pacific Oceans, as well as the Arctic Ocean. Located in the middle part of North America, the US borders the northern section of the Pacific Ocean, and its ports include Los Angeles, Long Beach, and San Francisco. The country also borders the northern section of the Atlantic Ocean, with ports such as Jacksonville, Key West, and Palm Beach. 

Panama's coastline along the Pacific Ocean is situated on the country's southern edge. The Gulf of Panama is also close to Panama. The country is considered to border the Atlantic Ocean because it has coastline along the Caribbean Sea on its northern edge. The Panama Canal is one of the most important waterways in the region, as it links the Caribbean Sea to the Gulf of Panama, and therefore ultimately connects the Atlantic and Pacific Oceans. Construction of the Panama Canal dates back to the 19th century, when France initiated the project in the 1800s. However, the French government later decided to stop work on the project for various reasons, including a significant number of deaths among workers. The United States government later took over the project and the canal officially opened in 1914.

Located in Central America, Honduras is another nation with a coastline on both the Atlantic and Pacific Oceans. Honduras is considered to have a coastline on the Pacific Ocean since it borders the Gulf of Fonseca on the southern side. In addition to bordering the Caribbean Sea, Honduras also borders one of its primary inlets, the Gulf of Honduras. San Lorenzo is one of Honduras' main ports along the Pacific Ocean. Honduras has several ports along the Caribbean Sea, a marginal sea of the Atlantic Ocean, such as Puerto Cortés, Puerto Castilla, as well as Roatán.

Economic Significance of Coastline on More Than One Ocean

Having coastline on more than one ocean can be economically advantageous. For example, such nations have a larger exclusive economic zone (EEZ), which provides access to and rights over resources in the ocean. Additionally, bordering two or more oceans also increases the potential volume of trade that a nation could engage in due to a larger number of ports and harbors.

The massive superyacht Dilbar stretches one-and-a-half football fields in length, about as long as a World War I dreadnought. It boasts two helipads, berths for more than 130 people and a 25-meter swimming pool long enough to accommodate another whole superyacht.

Dilbar was launched in 2016 at a reported cost of more than $648 million. Five years on, its purported owner, the Kremlin-aligned Russian oligarch Alisher Usmanov, was already dissatisfied and sent the vessel to a German shipyard last fall for a retrofit reportedly costing another couple hundred million dollars.

That’s where she lay in drydock on Thursday when the United States and European Union announced economic sanctions against Usmanov — a metals magnate and early investor in Facebook — over his ties to Russian President Vladimir Putin and in retaliation for the invasion of Ukraine.

“We are joining with our European allies to find and seize your yachts, your luxury apartments, your private jets,” President Joe Biden said during his State of the Union speech Tuesday night, addressing the oligarchs. “We are coming for your ill-begotten gains.”

But actually seizing the behemoth boats could prove challenging. Russian billionaires have had decades to shield their money and assets in the West from governments that might try to tax or seize them.

Several media outlets reported Wednesday that German authorities had impounded Dilbar. But a spokeswoman for Hamburg state’s economy ministry told The Associated Press no such action had yet been taken because it had been unable to establish ownership of the yacht, which is named for Usmanov’s mother.

Dilbar is flagged in the Cayman Islands and registered to a holding company in Malta, two secretive banking havens where the global ultra-rich often park their wealth.

Still, in the industry that caters to the exclusive club of billionaires and centimillionaires that can afford to buy, crew and maintain superyachts, it is often an open secret who owns what.

Working with the U.K.-based yacht valuation firm VesselsValue, the AP compiled a list of 56 superyachts — generally defined as luxury vessels exceeding 79 feet in length — believed to be owned by a few dozen Kremlin-aligned oligarchs, seaborne assets with a combined market value estimated at more than $5.4 billion.

The AP then used two online services — VesselFinder and MarineTraffic — to plot the last known locations of the yachts as relayed by their onboard tracking beacons.

While many are still anchored at or near sun-splashed playgrounds in the Mediterranean and Caribbean, more than a dozen were underway to or had already arrived in remote ports in small nations such as the Maldives and Montenegro, potentially beyond the reach of Western sanctions. Three are moored in Dubai, where many wealthy Russians have vacation homes.

Another three had gone dark, their transponders last pinging just outside the Bosporus in Turkey — gateway to the Black Sea and the southern Russian ports of Sochi and Novorossiysk.

Graceful, a German-built Russian-flagged superyacht believed to belong to Putin, left a repair yard in Hamburg on Feb. 7, two weeks before Russia invaded Ukraine. It is now moored in the Russian Baltic port of Kaliningrad, beyond the reach of Western sanctions imposed against him this past week.

Some Russian oligarchs appear to have not gotten the memo to move their superyachts, despite weeks of public warnings of Putin’s planned invasion.

French authorities seized the superyacht Amore Vero on Thursday in the Mediterranean resort town of La Ciotat. The boat is believed to belong to Igor Sechin, a Putin ally who runs Russian oil giant Rosneft, which has been on the U.S. sanctions list since Russia annexed Crimea in 2014.

The French Finance Ministry said in a statement that customs authorities boarded the 289-foot Amore Vero and discovered its crew was preparing for an urgent departure, even though planned repair work wasn’t finished. The $120 million boat is registered to a company that lists Sechin as its primary shareholder.

On Saturday, Italian financial police in the port of San Remo seized the 132-foot superyacht Lena, which is flagged in the British Virgin Islands. Authorities said the boat belongs to Gennady Timchenko, an oligarch close to Putin and among those sanctioned by the European Union. With an estimated net worth of $16.2 billion, Timchenko is the founder of the Volga Group, which specializes in investments in energy, transport and infrastructure assets.

The 213-foot Lady M was also seized by the Italians while moored in the Riviera port town of Imperia. In a tweet announcing the seizure on Friday, a spokesman for Italian Prime Minister Mario Draghi said the comparatively modest $27 million vessel was the property of sanctioned steel baron Alexei Mordashov, listed as Russia’s wealthiest man with a fortune of about $30 billion.

But Mordashov’s upsized yacht, the 464-foot Nord, was safely at anchor on Friday in the Seychelles, a tropical island chain in the Indian Ocean not under the jurisdiction of U.S. or EU sanctions. Among the world’s biggest superyachts, Nord has a market value of $500 million.

Since Friday, Italy has seized $156 million in luxury yachts and villas in some of its most picturesque destinations, including Sardinia, the Ligurian coast and Lake Como.

Most of the Russians on the annual Forbes list of billionaires have not yet been sanctioned by the United States and its allies, and their superyachts are still cruising the world’s oceans.

The evolution of oligarch yachts goes back to the tumultuous decade after the 1991 fall of the Soviet Union, as state oil and metals industries were sold off at rock-bottom prices, often to politically connected Russian businessmen and bankers who had provided loans to the new Russian state in exchange for the shares.

Russia’s nouveau riche began buying luxury yachts similar in size and expense to those owned by Silicon Valley billionaires, heads of state and royalty. It’s a key marker of status in Moscow and St. Petersburg, and size matters.

“No self-respecting Russian oligarch would be without a superyacht,” said William Browder, a U.S.-born and now London-based financier who worked in Moscow for years before becoming one of the Putin regime’s most vocal foreign critics. “It’s part of the rite of passage to being an oligarch. It’s just a prerequisite.”

As their fortunes ballooned, there was something of an arms race among the oligarchs, with the richest among them accumulating personal fleets of ever more lavish boats.

For example, Russian metals and petroleum magnate Roman Abramovich is believed to have bought or built at least seven of the world’s largest yachts, some of which he has since sold off to other oligarchs.

In 2010, Abramovich launched the Bermuda-flagged Eclipse, which at 533 feet was at the time the world’s longest superyacht. Features include a wood-burning firepit and swimming pool that transforms into a dance floor. Eclipse also boasts its own helicopter hangar and an undersea bay that reportedly holds a mini-sub.

Dennis Cauiser, a superyacht analyst with VesselsFinder, said oligarch boats often include secret security measures worthy of a Bond villain, including underwater escape hatches, bulletproof windows and armored panic rooms.

“Eclipse is equipped with all sorts of special features, including missile launchers and self-defense systems on board,” Cauiser said. “It has a secret submarine evacuation area and things like that.”

Eclipse was soon eclipsed by Azzam, purportedly owned by the emir of Abu Dhabi, which claimed the title of longest yacht when it was launched in 2013. Three years after that, Usmanov launched Dilbar, which replaced another slightly smaller yacht by the same name. The new Dilbar is the world’s largest yacht by volume.

Abramovich, whose fortune is estimated at $12.4 billion, fired back last year by launching Solaris. While not as long as Eclipse or as big as Dilbar, the $600 million Bermuda-flagged boat is possibly even more luxurious. Eight stories tall, Solaris features a sleek palisade of broad teak-covered decks suitable for hosting a horde of well-heeled partygoers.

But no boat is top dog for long. At least 20 superyachts are reported to be under construction in various Northern European shipyards, including a $500 million superyacht being built for the American billionaire Jeff Bezos.

“It’s about ego,” Cauiser said. “They all want to have the best, the longest, the most valuable, the newest, the most luxurious.”

But, he added, the escalating U.S. and EU sanctions on Putin-aligned oligarchs and Russian banks have sent a chill through the industry, with boatbuilders and staff worried they won’t be paid. It can cost upwards of $50 million a year to crew, fuel and maintain a superyacht.

The crash of the ruble and the tanking of Moscow stock market have depleted the fortunes of Russia’s elite, with several people dropping off the list of Forbes billionaires last week. Cauiser said he expects some oligarch superyachts will soon quietly be listed by brokers at fire-sale prices.

The 237-foot Stella Maris, which was seen by an AP journalist docked this past week in Nice, France, was believed to be owned by Rashid Sardarov, a Russian billionaire oil and gas magnate. After publication of an earlier version of this story, AP was contacted Sunday by yacht broker Joan Plana Palao, who said his company represents a U.S. citizen from California who purchased the Stella Maris last month. He declined to disclose the name of the buyer or the person from whom the boat had been purchased.

On Thursday, the U.S. Treasury Department issued a new round of sanctions that included a press release touting Usmanov’s close ties to Putin and photos of Dilbar and the oligarch’s private jet, a custom-built 209-foot Airbus A340-300 passenger liner. Treasury said Usmanov’s aircraft is believed to have cost up to $500 million and is named Bourkhan, after his father.

Usmanov, whose fortune has recently shrunk to about $17 billion, criticized the sanctions.

“I believe that such a decision is unfair and the reasons employed to justify the sanctions are a set of false and defamatory allegations damaging my honor, dignity and business reputation,” he said in a statement issued through the website of the International Fencing Federation, of which he has served as president since 2008.

Abramovich has not yet been sanctioned. Members of the British Parliament have criticized Prime Minister Boris Johnson for not going after Abramovich’s U.K.-based assets, which include the professional soccer club Chelsea. Under mounting pressure, the oligarch announced this past week he would sell the $2.5 billion team and give the net proceeds “for the benefit of all victims of the war in Ukraine.”

Meanwhile, location transponders showed Solaris moored in Barcelona, Spain, on Saturday. Eclipse set sail from St. Maarten late Thursday and is underway in the Caribbean Sea, destination undisclosed.

Russian President Vladimir Putin thanked North Korea for supporting his actions in Ukraine and said their countries would cooperate closely to overcome US-led sanctions as he headed to Pyongyang on Tuesday for a summit with North Korean leader Kim Jong Un.

Putin’s comments appeared in an op-ed piece in North Korean state media hours before he was expected to arrive in the North for a two-day visit as the countries deepen their alignment in the face of separate, intensifying confrontations with Washington.

Putin, who will be making his first visit to North Korea in 24 years, said he highly appreciates its firm support of his invasion of Ukraine.

He said the countries would continue to “resolutely oppose” what he described as Western ambitions to “to hinder the establishment of a multipolarized world order based on mutual respect for justice.”

Putin also said Russia and North Korea will develop unspecified trade and payment systems “that are not controlled by the West” and jointly oppose sanctions against the countries, which he described as “unilateral and illegal restrictive measures.”

North Korea is under heavy UN Security Council economic sanctions over its nuclear weapons and missile programs, while Russia is also grappling with sanctions by the United States and its Western partners over its aggression in Ukraine.

Putin said the countries will also expand cooperation in tourism, culture and education.

Putin’s visit comes amid growing concerns about an arms arrangement in which Pyongyang provides Moscow with badly needed munitions to fuel Putin’s war in Ukraine in exchange for economic assistance and technology transfers that would enhance the threat posed by Kim’s nuclear weapons and missile program.

Military, economic and other exchanges between North Korea and Russia have sharply increased since Kim visited the Russian Far East in September for a meeting with Putin, their first since 2019.

US and South Korean officials have accused the North of providing Russia with artillery, missiles and other military equipment to help prolong its fighting in Ukraine, possibly in return for key military technologies and aid.

Both Pyongyang and Moscow have denied accusations about North Korean weapons transfers, which would violate multiple UN Security Council sanctions Russia previously endorsed.

Along with China, Russia has provided political cover for Kim’s continuing efforts to advance his nuclear arsenal, repeatedly blocking US-led efforts to impose fresh UN sanctions on the North over its weapons tests.

In March, a Russian veto at the United Nations ended monitoring of UN sanctions against North Korea over its nuclear program, prompting Western accusations that Moscow is seeking to avoid scrutiny as it buys weapons from Pyongyang for use in Ukraine.

Earlier this year, Putin sent Kim a high-end Aurus Senat limousine, which he had shown to the North Korean leader when they met for a summit in September.

Observers said the shipment violated a UN resolution banning the supply of luxury items to North Korea.

Putin also said Russia and North Korea will develop unspecified trade and payment systems “that are not controlled by the West”

John Kirby, spokesperson of the US National Security Council, said the deepening relationship between Moscow and Pyongyang is concerning, “not just because of the impacts it’s going to have on the Ukrainian people, because we know North Korean ballistic missiles are still being used to hit Ukrainian targets, but because there could be some reciprocity here that could affect security on the Korean Peninsula.”

“We haven’t seen the parameters of all of that right now, certainly haven’t seen it come to fruition. But we’re certainly going to be watching that very, very closely,” he said.

Tensions on the Korean Peninsulas are at their highest point in years, with the pace of both Kim’s weapons tests and the combined military exercises between the United States, South Korea and Japan intensifying in a cycle of tit-for-tat.

The Koreas have also engaged in a Cold War-style psychological warfare that involved North Korea dropping tons of trash on the South with balloons and the South broadcasting anti-Korean propaganda broadcasts with its loudspeakers.

South Korea’s military said soldiers fired warning shots to repel North Korean soldiers who temporarily crossed the rivals’ land border Tuesday for the second time this month.

The South’s military said North Korean has been increasing construction activity in frontline border areas, such as installing suspected anti-tank barriers, reinforcing roads and planting land mines.

Putin has continuously sought to rebuild ties with Pyongyang as part of efforts to restore his country’s clout and its Soviet-era alliances. Moscow’s ties with North Korea weakened after the 1991 Soviet collapse.

Kim Jong Un first met with Putin in 2019 in Russia’s eastern port of Vladivostok.

After North Korea, the Kremlin said Putin will also visit Vietnam on Wednesday and Thursday for talks that are expected to be focused on trade.

The United States, which has spent years strengthening ties and accelerating trade with Vietnam, criticized Putin’s planned visit.

“As Russia continues to seek international support to sustain its illegal and brutal war against Ukraine, we reiterate that no country should give Putin a platform to promote his war of aggression and otherwise allow him to normalize his atrocities,” a US Embassy spokesperson in Vietnam said in a statement.

The Russian president arrived in the country for the first time in 24 years earlier this evening, and was greeted by North Korean leader Kim Jong Un. 

The two men had a brief conversation and then left Pyongyang Airport in the same car. 

Now, Korean Central News Agency has reported that the pair shared their "pent up inmost thoughts" with each other and "opened their minds". 

The North Korean state news organisation said the conversation was "friendly" and came as their relationship "entered a course of new comprehensive development". 

It added that Putin's visit was important in "powerfully propelling the cause of building a powerful country". 

Of course, the Korean Central News Agency's original reporting is in Korean, so there may be some discrepancies in the translation. 

The destruction of Russian targets in border regions "really matters", Volodymyr Zelenskyy has said as he praised world leaders for their determination to protect Ukraine, 

Delivering his nightly address, the Ukrainian president said: "The destruction of Russian terrorists' positions and launchers by our forces, our warriors, near the border really matters. 

"We witness the world's determination opening new prospects for restoring our security. Among other things, this includes the security of Kharkiv." 

His comments come after Ukraine claimed responsibility for an overnight drone attack on a Russian oil facility. 

The strike caused a massive blaze in Russia's Rostov region and marked the latest long-range attack by Kyiv's forces on a border region.

Ukraine has in recent months stepped up aerial assaults on Russian soil, targeting refineries and oil terminals, in an effort to slow down the Kremlin's war effort. 

At the same time, Moscow's army has been pressing hard along the front line in eastern Ukraine, where a shortage of troops and ammunition has made defenders vulnerable.

As we have been reporting this evening, Vladimir Putin has arrived in North Korea for the first time in 24 years to begin a two-day visit. 

The Russian president was greeted by North Korea's leader Kim Jong Un, with the men seen laughing and hugging as they had a conversation near Putin's plane.

A red carpet was rolled out for his arrival as well. 

The US has said it is concerned about the "deepening" cooperation between Russia and the North Korea.

The Pentagon voiced concern about the growing ties between Moscow and Pyongyang as Vladimir Putin arrived in North Korea for his first visit in 24 years. 

"The deepening cooperation between Russia and the DPRK is something that should be of concern, especially to anyone that's interested in maintaining peace and stability on the Korean Peninsula," Major General Patrick Ryder, a Pentagon spokesperson, told reporters.

DPRK is an abbreviation for North Korea's official name, the Democratic People's Republic of Korea. 

We have just received the first photos of Vladimir Putin arriving in North Korea.

As we told you in our last post, Vladimir Putin has arrived in North Korea for his first visit in 24 years. 

The Russian president's plane touched down in Pyongyang around 2.45am local time (6.45pm UK time) after a stopover in Russia's far east. 

He was reportedly greeted by North Korea's leader Kim Jong Un. 

Here's a quick look at what is expected to take place during his two-day visit...

One of the first events to take place will be one-on-one discussions between the two leaders. 

There will also be a gala concert, state reception, honour guards, document signings, and a statement to the media, Russia's Interfax news agency quoted Mr Putin's aide as saying.

A number of Russian officials have travelled to Pyongyang as well as part of Mr Putin's delegation, including defence minister Andrei Belousov, foreign minister Sergei Lavrov and deputy prime minister Alexander Novak. 

Ahead of the visit, North Korea appeared to make preparations for a possible military parade in downtown Pyongyang.

The Russian president touched down in the country's capital, Pyongyang, where he will begin his two-day visit.

He was greeted at the airport by North Korea's leader Kim Jong Un, according to RIA Novosti. 

A formal meeting between the two leaders is expected to take place tomorrow. 

In a presidential order issued yesterday, Putin said Moscow was looking to sign a "comprehensive strategic partnership treaty" with North Korea. 

The international community has raised alarm bells regarding his trip, with NATO secretary-general Jens Stoltenberg saying the military alliance was concerned about the support Russia could provide for North Korea's missile and nuclear programmes. 

Three Russian government aircraft have landed in Pyongyang in North Korea, according to flight tracking data. 

It is unclear if Vladimir Putin is on board any of the planes, but their arrival comes as the Russian president is expected to visit the country.

Flight Radar 24 shows the planes travelled from Yakutsk in east Siberia, where Putin travelled to earlier today.

Moscow continues to push for BRICS science centre at Svalbard

“The idea of creating an international centre is actively discussed, it has not been removed from the agenda,” says Natalia Golubeva with Russia’s Ministry of Education and Science.

The statement from Moscow comes two weeks after the Norwegian Government presented its   White Paper on Svalbard policy . Here, Oslo makes it clear that UNIS – the University Centre of Svalbard shall be the only to offer higher education at the archipelago that is under Norwegian sovereignty.

Natalia Golubeva from the Russian ministry talked about the planned Svalbard BRICS science centre with journalists on the sidelines of the working group on cooperation in the oceanic and polar zones of research within the framework of Russia’s BRICS chairmanship in Murmansk before the weekend.

“Now everything depends on the political situation, how much everyone will be ready to support and, so to speak, develop,”   Interfax   quoted Golubeva saying.

Partners to the project can be China, India, Iran and United Arab Emirates. All are BRICS countries by Moscow considered to be “friendly states”.

  Pyramide n project 

Last August, the Russian foreign ministry   downgraded neighboring Norway   from “unfriendly” to “very unfriendly.”

Shortly after, Russia presented the plans to  build an international science complex  in the ghost-town of   Pyramide n. As a signatory to the 1920 Svalbard Treaty, Moscow has the right to engage in exploitation of natural resources.

As coal runs low in the settlement of   Barentsburg , Moscow engages in a broader academic focus to maintain its presence at the geopolitical strategic Arctic archipelago. By inviting other nations, the initiative challenges both Norway’s University centre in Longyearbyen, and the already operating international science community in Ny-Ålesund further north on the island.

Both China and India have Arctic research activities in Ny-Ålesund.

Plans for this year

A main partner for establishing the new science centre in Pyramiden is Murmansk Marine Biological Institute (MMBI), a branch of the Russian Academy of Science. Deputy science director, Denis Moiseev, said to Interfax he expect the centre to be established this year. “We expect that the order of the Government of the Russian Federation on the establishment of a scientific center will be signed soon,” Moiseev said and added: “Practical work will begin this year.”

Last year, MMBI signed a cooperation agreement with the Polar Research Institute of China. The partners aim to conduct expeditions in the Arctic, including Svalbard, the   Barents Observer   previously reported.

Like Russia, also Beijing has signed the Svalbard Treaty.

Russia’s plans for science and higher education at Svalbard includes:

  • Main science centre will be in Pyramiden, with departments to be established in Grumant, Coles Bay and Barentsburg.
  • Both field-research and practical studies for students in summer and winter.
  • Studies include ethno-humanities, cultural-historical, paleography and medical biology.
  • A consortium of research- and educational institutions and organizations from friendly states will be created.

Denis Moises with MMBI said to Interfax that the BRICs centre will become an analogue of the Norwegian Svalbard International University (UNIS).

More than 50 scientists from BRICS countries participated at the Murmansk conference on oceans and Polar research this week, the   Rossiskaya Gazeta   reported.

What are Russian warships doing in the Caribbean?

The frigate Admiral Gorshkov and the nuclear-powered submarine Kazan arrived Wednesday in Havana fresh from exercises in the North Atlantic Ocean.

U.S. forces are keeping close watch on a flotilla of Russian warships that reached Cuba on Wednesday in an apparent show of force by President Vladimir Putin flexing his missiles in the Western Hemisphere.

The port call in Havana, Moscow’s longtime ally, comes less than two weeks after the Biden administration said it would allow Ukraine to use U.S.-provided weaponry against some military targets inside Russia.

The four Russian vessels arrived in Havana Harbor fresh from military exercises in the North Atlantic Ocean, Russia’s Defense Ministry said. They’re due to stay through Monday.

The ships aren’t carrying nuclear weapons, the Cuban and Russian foreign ministries have said, “so their stop in our country does not represent a threat to the region,” Havana said last week.

Here’s what you need to know.

Russia practiced firing high-precision missiles in the Atlantic

The Russian flotilla includes the frigate Admiral Gorshkov and the nuclear-powered submarine Kazan, a medium tanker and a rescue tugboat. Even without nuclear weapons, the frigate and the submarine are capable of launching Zircon hypersonic missiles, Kalibr cruise missiles and Onyx anti-ship missiles, Russia’s most highly touted modern weapons.

Several hours before entering the Havana harbor, Russian defense officials said, the flotilla completed an exercise in “the use of precision missile weapons.” Sailors used computer simulations to “hit” targets without launching actual missiles.

In Moscow, Russian Foreign Minister Sergei Lavrov met with his Cuban counterpart, Bruno Rodríguez Parrilla. Lavrov affirmed Russia’s “continued support for Havana in its just demand for a complete and immediate end” to Washington’s 62-year embargo on most trade with Cuba and the removal of the country from the State Department’s list of state sponsors of terrorism.

The visit came on Russia Day, when Russians mark the dissolution of the Soviet Union. State television highlighted extensive coverage of the event in the U.S. media, including clips from CNN. One Russian reporter described the visit as retaliation for Biden’s decision to allow Ukraine to strike inside Russia with American weapons.

“Last week, President Vladimir Putin made it clear that it reserves the right for a mirror response — that is, supplying long-range weapons to countries that feel the pressure of the United States,” the Russia 24 reporter said.

Cuba, mired in its worst economic crisis in years, is welcoming its longtime supporter

Cubans lined the Havana waterfront Wednesday to see the Russian ships arrive. The Russians fired 21 salvos in honor of their hosts; the Cubans responded with an artillery salute from the San Carlos de La Cabaña Fortress.

Cuba’s foreign ministry said the visit reflects “the historical friendly relations” between Havana and Moscow, ties that go back to Soviet support for Fidel Castro’s Cuban Revolution and Moscow’s purchase of sugar, rum and other products to soften the loss of U.S. trade at the outset of the embargo.

Cuba is currently mired in a dire economic crisis, including shortages of food, electricity and fuel, reminiscent of the so-called Special Period of the early 1990s, when the Soviet Union collapsed and support from Moscow sharply dropped.

Cuba emerged from years of deprivation with the support of Venezuela’s Hugo Chávez and improved relations with Russia under Putin. Lavrov said Wednesday that Moscow would continue to provide humanitarian support to Cuba.

The Russian foreign ministry thanked Cuba for its “principled position” on Ukraine. Rodríguez Parrilla, the Cuban foreign minister, said the country condemns “the increasingly aggressive stance of the U.S. government and NATO,” including sanctions against Russia.

Lavrov has been a frequent visitor to the region. He traveled in February to Venezuela, where he affirmed Russia’s support for the socialist government of Nicolás Maduro, Chávez’s successor. He stopped in Cuba during that trip also.

Cuban President Miguel Díaz-Canel visited Putin in Moscow in May.

The U.S. doesn’t see a threat, but is monitoring the visit

Port calls among friendly nations are common. The Cuban foreign ministry this week announced that a Canadian patrol vessel would arrive in Havana on Friday to commemorate 80 years of uninterrupted diplomatic relations between Havana and Ottawa.

But the U.S. Defense Department has been tracking the Russian visit to Cuba since it was announced June 6. U.S. Navy and Coast Guard vessels are “going to continue to monitor,” Pentagon spokeswoman Sabrina Singh said Wednesday. ABC News reported that three U.S. Navy destroyers, a Coast Guard Cutter and Canadian and French frigates were keeping watch .

Singh said the Russian exercises didn’t pose a threat to the United States.

“This is not a surprise,” she said. Such “routine naval visits” by the Russians, she said, have occurred “during different administrations.”

A spokesman for U.S. Southern Command said the organization routinely monitors “activities of concern” in its area of responsibility. Authorities anticipate that the Russian vessels might also visit Venezuela. Maduro’s government, also under heavy sanction by the United States, has scheduled a presidential election for July.

Retired Adm. Jim Stavridis, who headed Southern Command from 2006 to 2009, said naval deployments to the Caribbean are “long and difficult” for Russian forces, and provide “good practice for our forces, tracking and monitoring them.”

The Kremlin spokesman, Dmitry Peskov, also said there was no cause for American concern. “Military drills are a normal practice in various regions of the world, especially for such a major maritime power as the Russian Federation,” Peskov told reporters on Thursday.

Putin is showing he ‘still has the ability to operate in the U.S. sphere of influence’

Russian forces have made several visits to Cuba and Venezuela in recent decades. In 2018, Moscow sent two supersonic, nuclear-capable Tu-160 bombers to Venezuela for a brief stop. The next year, as the Trump administration stepped up efforts to oust Maduro, Russia dispatched 100 troops and equipment to Venezuela and signed an agreement allowing it to send ships.

Of course, the most famous Russian visit to the region came in 1962, when the U.S. discovery of Soviet missile sites in Cuba brought the world to the brink of nuclear Armageddon. President John F. Kennedy and Soviet Premier Nikita Khrushchev resolved the two-week Cuban missile crisis peacefully with an agreement that each side would withdraw missiles deployed near the other and that they would establish direct communications — the so-called red telephone — to forestall similar crises in the future.

Videos now of a Russian submarine arriving in Cuba, political scientist Vladimir Rouvinski said, help Moscow show that “efforts by the United States to diminish their presence everywhere, in particular in Latin America, are not working.”

“We have to see that Russia is not willing to abandon Latin America,” said Rouvinski, of Icesi University in Colombia, even as its military is consumed by Putin’s invasion of Ukraine.

Putin aims to signal that “he still has the ability to operate in the U.S. sphere of influence,” said Cynthia Arnson, a distinguished fellow at the Wilson Center’s Latin America Program.

The U.S. stages similar exercises near Russia and China

The United States has a long history of deploying the Navy and other forces to demonstrate its range and capabilities in support of allies and against adversaries.

In May, the Destroyer USS Halsey conducted what the Navy called a “Freedom of Navigation Operation” to challenge “restrictions on innocent passage imposed by the People’s Republic of China (PRC), Taiwan, and Vietnam.”

A spokesperson for China’s Eastern Theater Command accused the United States of having “publicly hyped” the ship’s transit through the Taiwan Strait , the Associated Press reported. Chinese Navy Senior Capt. Li Xi said the command sent naval and air forces to monitor.

Last year, the destroyer USS Nitze and the amphibious command ship USS Mount Whitney made separate port calls to Istanbul on the Bosporus. That’s roughly 20 miles from the Black Sea, where Ukraine has used sea drones and missiles to attack a Russian fleet .
