The 39.62m/130' motor yacht 'Rule No.1' by the American shipyard Westport Yachts offers flexible accommodation for up to 12 guests in 5 cabins and features interior styling by American designer Westport Yachts.

Families will particularly love Rule No.1 thanks to her child-friendly setup. This 40 meter (130 foot) Westport with a brand new 2023 refit is the ideal Baja adventure yacht. The charter program for this yacht takes luxury to the most desolate parts of the peninsula so you can enjoy the spoils of fishing, adventure, and much more in total comfort. 5 guest cabins complete the accommodations on board, which can comfortably fit 12 guests for weekend or week long trips. There is plenty of space and many different areas to find a place to relax and enjoy your time at sea. Deck amenities include a hot tub on the sundeck for ideal views and workout equipment to turn the Portuguese deck into your own private gym. There is a bar and dining table on each of the 3 decks so you can enjoy meals and drinks wherever you feel most comfortable. Rule No.1 is accompanied by a 2022 37´ Freeman towed tender, a top of the line fishing boat. Fishing, spearfishing, freediving, and scuba gear are all available on board! The boat also includes a custom inflatable slide for added fun. Rule No.1 is the best kept secret for your next charter adventure.

Captain - Chris Fagan Chris was born in Boston and grew upon the shores of Charleston, SC on Folly Beach. He spent his youth on the ocean and rivers boating, surfing, swimming, fishing, sailing and otherwise exploring the great outdoors. Chris has a blackbelt in Shaolin Kung Fu, and a B.A. in biology from Winthrop University. After college and a professional city-based position at a popular Charlotte radio station, Chris spent nearly 2 years as a performing acoustic musician, doing weekly shows around the southeast US. The ocean life officially “called” in ’07when Chris landed a deckhand position on the expedition yacht Whale Song, circumnavigating the globe. Onboard he explored Japan, the Philippines, Palau, Papua New Guinea, the Solomon Islands, and landed in Australia. He has since served on yachts and expedition vessels all over the Mediterranean, Caribbean, East and West Coast US, and Alaska. Over the last 13 years Chris moved up the ranks by serving on motor yachts Martha Ann, Katya, and Harbour Island all over the Mediterranean and Caribbean. He served as 2nd officer on M/Y Alucia in Alaska and on Big Zip in New England and the Bahamas as First Officer. Chris served as First Officer and Relief Captain on M/Y Serengeti for 2years before being promoted to Captain in 2015 where he in total helped complete 8 busy seasons of adventure-based charter in Alaska as well as transiting up and down the West Coast of the US and Mexico. Chris is ecstatic to be in sunnier skies and warmer seas down here in beautiful Baja California. He can´t wait to share Mexico´s many wonders and adventures with Rule No. 1´s summer guests! Engineer - Bruno Ferreira Bruno was born and raised in Brazil always playing sports and dreaming of traveling. He moved to New Zealand after high school and worked on a winery for years. Bruno comes from humble beginnings and loves a challenge. He also truly enjoys starting from zero and creating new chapters, looking back and seeing what he has achieved. He eventually found his way into yachting as an Engineer, but he is a man with a passion for sports and fitness. He has been in this industry for 5 years and it’s easy to say that was one of the best decisions of his life. He enjoys being on the ocean, entertaining guests and making sure that everything is dealt with safely for the well-being of the owners, guests, and crew. He strives to be the best he can be and always improve in his career while motivating others along the way. Last year, he won the Award of Best Engineer & ETO , and this year he will be the judge of the same competition! He has come so far and to a place that he never thought he would be today. Feel free to ask for an engine room tour if you would like to see the heart of the vessel, he´d love to show you around! Chef - Jimmy Smyth Jimmy is from Melbourne, Australia and has been cooking since 2001. He lives and breathes food! Jimmy has travelled extensively through Asia, Europe, and America eating his way through everything and building his repertoire. He loves making bread so get ready for some delicious baked goods. So far he is loving his Downtown life in San Diego and can´t wait to head to Mexico. When he´s not whipping up your favorite foods, Jimmy loves to dive, drive fast cars and Aussie rules Football!!! First mate - Will Orlando Will grew up in Gig Harbor, Washington. Nestled in the heart of the Puget Sound, so theirs’s no question he was born to be on the water. He started his career commercial fishing in Southeast Alaska and Washington State, until he garnered enough sea time to acquire his 100-Ton master´s license. This led him to captain vessels around Hawaii and Alaska, guiding guests to not only the best locations, but also giving them the true experience of what each place had to offer. Taking all of his knowledge from traveling the world and his experiences in Hawaii and Alaska, he took to the seas via the Yacht industry, eventually leading him to the beautiful M/Y Rule No. 1. Whether it’s fishing/spearfishing, surfing, or seeing the world, Will is going to provide a fun and positive experience, no matter the adventure. So buckle up for a great time on Rule No. 1! Sport Fish Captain - Josue Marquez Josue is the sport fishing captain of the 2022 37′Freeman tender that accompanies Rule No. 1. He leads the unforgettable fishing excursions! When you´re with him, you can expect to have many successful catches out at sea. He was born and raised in Cabo San Lucas, where he is still based now. He has worked on fishing boats for 16 years and has been a captain for 13 of those years. Josue joined Rule No. 1 when it was bought two years ago and has since led countless off-shore and on-shore fishing expeditions. While fishing, you can expect to catch all kinds of fish, including Marlin, Tuna, Wahoo, Yellowtail, Grouper, Snapper, and more. He has won many fishing tournaments, including receiving 1st Place in the Mahi Mahi category at the 2022 Puerto Escondido Fishing Tournament in Loreto, on this tender! When Josue is not fishing, you can find him spending time with his wife and 5-year-old son. Fun fact: him and his wife are expecting a baby girl! He can´t wait to show you the best time out on the water. Fish on! Chief Stewardess - Michelle Horton Michelle was born and raised in Las Vegas, Nevada. She moved to Santa Barbara after high school where she graduated with a bachelor´s degree in economics from UC Santa Barbara in 2017. While in college, Michelle worked a full-time serving job at the Ritz Carlton, Bacara, where she found her passion for exceeding guest expectations and enjoyed meeting people from all around the world. After graduation, she moved to San Francisco to start her career at UBS as a Client Service Associate. After two years of employment at UBS, Michelle decided to leave her corporate job to pursue her dream working in the yachting industry. She packed her life in a 90-pound suitcase, booked a one-way flight to Florida and never looked back. Michelle enjoys traveling, hiking, exercising and anything water related. She loves the beach, so that is where she can be found in her spare time. Michelle´s bubbly and outgoing personality, combined with her passion for hospitality makes her a very valuable crew member on board Rule No. 1! Stewardess - Paloma Estrada Paloma grew up in sunny San Diego spending most of her life being on the water and at the beach and has always dreamed of traveling the world. She ended up attending the University of California, Santa Barbara, and after graduating, made her way up to San Francisco for two years to try out the corporate lifestyle. Her and Michelle realized together that the office environment wasn’t for them, and they packed up her things and moved to sunny Fort Lauderdale together. Since joining the yachting industry, Paloma has completed extensive charters all throughout the Caribbean, Bahamas and beautiful Alaska. She has since learned to cultivate exceptional service and experiences for all guests. One of her main passions onboard is being able tolet her creative side show by designing beautiful table settings and décor along with putting together unique flower arrangements. In her free time, Paloma loves to paint, draw, swim, hike and explore the outdoors. She’s excited to make your experience here in Mexico the most memorable it can be! (Fun fact: her and Michelle have been best friends since collage.

The yacht provides numerous water activities for guests (fishing, jet skiing, snorkelling, paddle board and more). The unspoken rules about how to behave on a superyacht

  • The superyachting world is very small, with only 5,800 yachts longer than 30 meters at sea.
  • That insularity has bred a specific etiquette, which is often hard for outsiders to know about.
  • These are the de facto rules of the most expensive billionaire toys, superyachts .

For the owners of superyachts , privacy is often the most valuable thing money can buy. It's one reason centimillionaires and billionaires pay eight or nine figures for a palace at sea, far from the prying eyes of land dwellers.

Even the most gossipy crew members should stay tight-lipped about the name of a former owner or charter guest, and many brokers shy away from answering benign questions.

That means that, aside from basic safety guidelines, most of the rules of superyachting are unwritten. The very few who need to know them — there are only about 5,800 yachts longer than 30 meters at sea, according to SuperYacht Times — already know them.

But if you do happen to be a lucky guest at a party on a billionaire's $500 million ship or find yourself included in a $1 million-a-week vacation, there are a few things you need to know.

After four days of touring superyachts that sell for as much as $75 million and chatting with the people who buy, sell, and work on them at the Palm Beach International Boat Show , Business Insider gleaned a few key edicts. Given the discreet nature of the industry, almost all the people we spoke with requested anonymity to protect their working relationships, but here's what they had to say.

Take off your shoes

While it's a basic rule for anyone in boating, it may come as a surprise to an outsider that no matter how rich you are or how expensive your heels are, in the vast majority of cases, you can't wear shoes on board.

It's partly for safety — you don't want anyone slipping on a wet deck — but partly to keep the yacht clean. So expect to see barefoot billionaires, and if you forgot to get a pedicure, bring a set of special boat shoes.

Don't make any assumptions about money — but know the signs

In the superyacht world, it's safe to assume almost everyone you meet is very, very rich, and many brokers and builders say you can't judge a book by its cover when it comes to prospective clients.

"It has nothing to do with how they're dressed," one broker told BI. "It's the biggest mistake you can make because a complete slobby-looking guy or couple could be a multibillionaire."

There are, however, a few clues. Watches are one; new footwear is another.

"Rich people always have new shoes," a superyacht expert said. But because of the shoe rule mentioned above, this tip probably applies only when they're on land.

Book your massage early

Wellness areas, including spa rooms with a massage bed or two and a professional-grade facial machine, are becoming must-haves on superyachts . Most have a customized spa menu and a crew member who doubles as a trained masseuse or beautician — and they're usually in high demand.

One captain said he'd implemented a booking system to ensure people weren't fighting for the same spots. A broker said sometimes masseuses would be so busy they wouldn't leave the small spa cabin for hours on end.

Pirates are more real than you'd think, and many superyachts have hidden safe rooms

While you might dress up as a fake pirate for an onboard theme party, there are very real ones — and other dangers — on the high seas.

In certain areas, including parts of the Indian Ocean and the Gulf of Aden, pirates are a cause of concern . In the Red Sea, owners are concerned about the Houthis .

Superyachts can come equipped with sonic weaponry, lockdown systems, and anti-drone protection. Builders are even designing safe rooms — which are apparently just as plush as the rest of the ship.

The longer the boat, the closer to $1 billion

While you can't judge a buyer based on appearances, you can judge them on the length of their boat.

One rule of thumb: If someone has a brand-new 50-meter vessel, chances are they have $1 billion to their name. If it's over 100 meters, expect the owner to have at least $2 billion. And for a boat bigger than that — like Jeff Bezos' 127-meter megayacht Koru — it takes many, many billions.

Money can't buy you everything

The world's biggest, most expensive yachts are custom-built by shipyards that produce only a handful of boats a year.

But no matter how many tens of millions of dollars clients are spending, there are things to which builders will refuse to say yes.

"In the end, the boat has our name," an executive from one of the world's biggest shipyards told BI.

They recalled a client who requested a yellow hull to match his Lamborghini . The shipyard declined, steering the client in another direction.

"If I don't like it, I don't build it. I finalize two or three contracts a year," another builder said. "If somebody can say your vessel is ugly, my reputation is bad."

Yacht crews are trained to make the impossible possible. A guest requests fresh caviar flown into the middle of the Caribbean? No problem. Fresh flowers every day while at sea? It'll cost you, but it can be done.

But they can't time travel, and captains and crew members say the thing that causes the most friction is when a client or owner wants to go from point A to point B — right now.

"The hardest request is when they want the boat in a place — yesterday," one captain said.

The best person to know? A friend with a superyacht

Superyachts are expensive to build and expensive to maintain . According to the industry standard, owning a superyacht will cost 10% of its new-build price annually. For a $100 million yacht, that's at least $10 million yearly going to crew, regular maintenance, insurance, fuel, and dockage.

Chartering, too, is costly . Beyond the list price, which can be hundreds of thousands a week, guests must pay for provisions, which are pegged at 35% of the charter fee, and are expected to tip between 10% and 20%.

So the most important unspoken rule of superyachting is actually that the only thing better than owning a superyacht is knowing someone else who does — and invites you along, of course.

Notice of FY 2025 H-1B Cap Initial Registration Selection Process Completion and Cap Season Reminders

H-1B Initial Electronic Registration Selection Process Completed

U.S. Citizenship and Immigration Services has received enough electronic registrations for unique beneficiaries during the initial registration period to reach the fiscal year (FY) 2025 H-1B numerical allocations (H-1B cap), including the advanced degree exemption (master’s cap). We have randomly selected enough properly submitted registrations for unique beneficiaries projected as needed to reach the H-1B cap and have notified all prospective petitioners with selected beneficiaries that they are eligible to file an H-1B cap-subject petition for such beneficiaries.

Registrants’ online accounts will now show one of the following statuses for each registration (that is, for each beneficiary registered):

  • Submitted:  The registration has been submitted and is eligible for selection. If the initial selection process has been completed, this registration remains eligible, unless subsequently invalidated, for selection in any subsequent selections for the fiscal year for which it was submitted.
  • Selected:  Selected to file an H-1B cap petition.
  • Not Selected: Not eligible to file an H-1B cap petition based on this registration.
  • Denied – duplicate registration:  Multiple registrations were submitted by or on behalf of the same registrant for the same beneficiary. If denied as a duplicate registration, all registrations submitted by or on behalf of the same registrant for this beneficiary for the fiscal year are invalid.
  • Invalidated – failed payment: A registration was submitted but the payment method was declined, not reconciled, or otherwise invalid.
  • Deleted: The submitted registration has been deleted and is no longer eligible for selection.
  • Processing submission:  USCIS is processing your submission. It may take up to 72 hours for all of your case information to show on the case details page. While it is processing, you will be unable to access your draft.

FY 2025 H-1B Cap Petitions May Be Filed Starting April 1

H-1B cap-subject petitions for FY 2025, including those petitions eligible for the advanced degree exemption, may be filed with USCIS beginning April 1, 2024, if filed for a selected beneficiary and based on a valid registration.

Only petitioners with registrations for selected beneficiaries may file H-1B cap-subject petitions for FY 2025.

An H-1B cap-subject petition must be properly filed at the correct  filing location (see H-1B Form I-129 Filing Location Change to Lockbox section below)   or online at  my.uscis.gov and within the filing period indicated on the relevant selection notice. The period for filing the H-1B cap-subject petition will be at least 90 days. Petitioners must include a copy of the applicable selection notice with the FY 2025 H-1B cap-subject petition.

Petitioners must also submit evidence of the beneficiary’s valid passport or travel document used at the time of registration to identify the beneficiary.

Petitioners filing for selected beneficiaries based on their valid registration must still submit evidence or otherwise establish eligibility for petition approval, as registration and selection only pertains to eligibility to file the H-1B cap-subject petition.

New Fees and Form Edition

On Jan. 31, 2024, USCIS published a  final rule   that adjusts the fees required for most immigration applications and petitions. The new fees are effective April 1, 2024. Petitions postmarked on or after April 1, 2024 , must include the new fees or we will not accept them. Additionally, there will be a new 04/01/24 edition of  Form I-129, Petition for a Nonimmigrant Worker . There will be  no grace period  for filing the new version of Form I-129 because it must include the new fee calculation.

What to Know About Sending Us Your Form I-129.

  • We will accept the 05/31/23 edition of this form if it is postmarked  before  April 1, 2024;
  • We will not accept the 05/31/23 edition of this form if it is postmarked  on  or  after  April 1, 2024; and
  • We will only accept the 04/01/24 edition of this form if it is postmarked  on  or  after  April 1, 2024.

We will use the  postmark date  of a filing to determine which form version and fees are correct but will use the  received date  for purposes of any regulatory or statutory filing deadlines.

As a reminder, we recently  announced  a  final premium processing fee rule  that increased the filing fee for  Form I-907, Request for Premium Processing Service , to adjust for inflation, effective Feb. 26, 2024. If we receive a Form I-907 postmarked on or after Feb. 26, 2024, with the incorrect filing fee, we will reject the Form I-907 and return the filing fee. For filings sent by commercial courier (such as UPS, FedEx, and DHL), the postmark date is the date on the courier receipt.

Online Filing and Organizational Accounts

On Feb. 28, 2024, we launched new online organizational accounts that allow multiple people within an organization and their legal representatives to collaborate on and prepare H-1B registrations, H-1B petitions, and any associated Form I-907. Information on organizational accounts is available on the  Organizational Accounts Frequently Asked Questions page.

We also launched online filing of Form I-129 and associated Form I-907 for non-cap H-1B petitions on March 25. On April 1, we will begin accepting online filing for H-1B cap petitions and associated Forms I-907 for petitioners whose registrations have been selected.

Petitioners will continue to have the option of filing a paper Form I-129 H-1B petition and any associated Form I-907 if they prefer. However, during the initial launch of organizational accounts, users will not be able to link paper-filed Forms I-129 and I-907 to their online accounts.

H-1B Form I-129 Filing Location Change to Lockbox

Starting April 1, 2024, H-1B and H-1B1 (HSC) Form I-129 petitions are no longer filed directly with the USCIS service centers. All paper-based H-1B and H-1B1 (HSC) Form I-129 petitions are now filed at USCIS lockbox locations. This includes cap, non-cap, and cap-exempt H-1B filings.

We will reject H-1B or H-1B1 (HSC) petitions received at a USCIS service center on or after April 1, 2024. There will be  no grace period  provided.

USCIS has specific mailing addresses for cases that are subject to the H-1B cap. To determine the correct mailing address, please see our  Form I-129 Direct Filing Addresses  page.

If a petition is filed at the wrong location, we may reject the petition. Rejected petitions will not retain a filing date. If we reject a petition because it was filed at the wrong location, it may be refiled at the correct location, or online. H-1B cap subject petitions may be refiled at the correct location, or online, as long as the petition is refiled during the designated 90-day filing window listed on the selection notice.

No More Pre-paid Mailers

As of March 25, 2024, we are no longer using prepaid mailers to send out any communication or final notices for any H-1B or H-1B1 (HSC) petitions. With H-1B intake now occurring at the lockbox or online, we will not be able to use any prepaid mailers for H-1B or H-1B1 (HSC) filings.

The process of printing and mailing H-1B petition approval notices by first-class mail is fully automated. For petitions filed online, myUSCIS account holders will also receive an email or text message notification in their myUSCIS account when there is a case status change on a case in their account, followed by a paper notice by mail.

Receipt Notice Delays

When we receive a timely and properly filed H-1B cap subject petition, the petitioner (and, if applicable, the petitioner’s legal representative) will be provided a Form I-797, Notice of Action, communicating receipt of the petition. Due to increased filing volumes typically seen during H-1B cap filing periods, there are instances where a paper petition is timely and properly filed by mail, but issuance of the Form I-797 is delayed. If you are a petitioner and have confirmation from the delivery service that the petition was delivered, but you have not yet received a Form I-797 confirming receipt of the petition, you should not submit a second petition. If you have confirmation from the delivery service that the petition was delivered and you then submit a second H-1B cap petition for the same beneficiary, you will be considered to have submitted multiple H-1B cap petitions. This will result in denial or revocation of both petitions.

If more than 30 days have passed since the confirmation of delivery and you have still not received a Form I-797, you may contact the  USCIS Contact Center  for assistance.

If you receive notification from the delivery service, or your tracking information suggests that there may be a delay or damage to the package or that the package was misrouted, you should follow the Delivery Service Error Guidance on the  H-1B Cap Season  webpage.
