Bulgarian Crewman Dies after Legs Severed by Anchor Chain of Super Yacht in Phuket

PHANGNGA – A 33 year old Bulgarian sailor has died in a shocking accident after the super-yacht Ocean Victory’s anchor chain almost severed off his legs in Thailand.
It is understood the man was lowering the anchor when the chain wrapped around his legs, just above the knee, causing substantial wounds to his legs.
Staff on board the 140-metre vessel tried to desperately save the man’s life but his injuries were too severe.
The force of the chain tightening around his legs meant the victim lost a significant amount of blood and slipped into a coma, according to the Bangkok Post .
The super yacht is understood to be owned by Russian steel billionaire Viktor Rashnikov and features six swimming pools, a Jacuzzi, gym, helipad and a helicopter hanger.
The police confirmed that they have contacted the Bulgarian embassy to inform Mr. Kolev’s family of his tragic death.

A crewman on board a Russian billionaire’s superyacht has died after the boat’s anchor chain nearly severed both his legs.
The Bulgarian man, Toni Hristov Kolev, reportedly was caught up in the anchor chain as it was being retracted by a winch when the Ocean Victory yacht raised anchor.
Kolev, 33, died after he was rushed to Bangkok Hospital Phuket in Phuket, Thailand. He reportedly lost a great deal of blood from deep gashes caused by the force of the anchor chain and became unconscious.
The 140m superyacht was anchored in the Similan Islands National Park, north of Phuket when the incident occurred around 2pm, local time.
The yacht’s crew reportedly notified the Royal Thai Navy’s Third Naval Area Command at 2:30pm, while Kovlev was being taken by speedboat to the nearest pier. He was then transferred to an ambulance and taken to hospital, where he was pronounced dead on arrival.
Phuket police told the Phuket News that they have concluded an investigation into the event, ruling that it was an accident.
The Ocean Victory yacht is owned by Victor Rashnikov, 67, a billionaire in the Russian steel business. The yacht was built at Fincantieri shipyard in 2014 and is one of the world’s largest. Forbes lists Rashnikov as the 23rd richest man in Russia and the 403rd richest man in the world, estimating his personal wealth at $4.3 billion.

First details released on Ocean Victory fatality
A shipping notice has been released by the Maritime Authority of the Cayman Islands, outlining the investigation of an incident which led to the death of a third officer on board the Fincantieri 140m superyacht, Ocean Victory.
The report explained that a third officer and deckhand were assigned to the superyacht’s forward mooring station to anchor the vessel, on command of the captain. Communication was established between the mooring station and bridge by radio, and in addition, the captain could observe activity in the mooring station via the vessel’s CCTV.
The report detailed that the windlass brake was applied and clutch disengaged in preparation for “letting go” the anchor. As the anchor was dropped, the third officer was controlling the paying out of the chain with the windlass brake, while the deck hand monitored the orientation of the chain in the water.
Four shackles were in the water when the chain was stopped. The captain requested a total of five shackles in the water, and so the third officer continued paying out the anchor chain. The report states that at this point, the windlass brake “failed catastrophically”, and the chain began to run out in an uncontrolled manner.
When all nine shackles had run out, the bitter end failed and the loose end of the chain left the chain locker and struck the third officer. The third officer as a result suffered “extremely severe injuries” from the force of being struck by the loose anchor chain. Tragically, despite “prompt and comprehensive medical treatment being administered by the on board emergency response team”, the third officer died of his injuries.
The report then states that the cause(s) of the failure of the windlass brake is still under investigation, and at this stage it is “not possible to draw any definitive conclusions.”

PHANGNGA — A Bulgarian man died after his legs were almost severed by an anchor chain in a boating accident at Mu Ko Similan National Park on Sunday.
The incident occurred on the 140-metre-long Cayman Islands-flagged super luxury yacht "Ocean Victory" as it was lowering an anchor in front of the popular Koh Tachai in the afternoon.
An initial investigation found the 31-year-old Bulgarian, who worked on the boat, was critically injured when the anchor chain accidentally wrapped around his legs above the knees. The force almost severed his legs, Khaosod quoted Chief Petty Officer First Class Watcharin Promruang of the Third Naval Area Command as saying.
The man lost a lot of blood and was in a critical condition when he arrived at Tablamu pier in Phangnga’s Thai Muang district on the yacht’s speedboat. He succumbed to his injuries while being taken to Bangkok Hospital Phuket.
Tourist police said they will contact the Bulgarian embassy to inform the man’s family.

The cayman islands has released a shipping notice outlining the facets of the investigation thus far into what happened on board superyacht 'ocean victory' that led to the death of its third officer in march 2016.….
The Cayman Islands has released a shipping notice outlining the investigation thus far into exactly what happened on board Fincantieri’s 140m Ocean Victory (though the flag’s notice describes the yacht as 124m) that led to the death of the superyacht’s third officer in March 2016.
The notice, which can be downloaded here , begins by explaining that the third officer and a deckhand were assigned to the superyacht’s forward mooring station to anchor the vessel, on command of the captain, and that communication was established between the mooring station and bridge by radio, and the captain was able to observe activity in the mooring station via the vessel’s CCTV system.
The third officer was in control of the paying out of the anchor chain with the windlass brake, while the deckhand monitored the orientation of the chain in the water. With four shackles in the water, the chain was stopped, following which the captain requested a total of five shackles in the water, at which point the third officer continued paying out the anchor chain.
It was then that the windlass brake failed “catastrophically” (a word chosen by flag). “The chain started to run out in an uncontrolled manner,” the notice explains. It then goes on to explain that when all nine shackles had run out, the bitter end failed and the loose end of the chain left the chain locker and struck the third officer, who suffered “extremely severe injuries from the force of being struck by the loose anchor chain”.
Unfortunately, as the industry well knows, the third officer died of his injuries, despite, as the notice states, “prompt and comprehensive medical treatment being administered by the on-board emergency response team”.

The cause, or causes, of the failure of the windlass brake is still under investigation, but the Cayman Islands adds some safety advisories at the end of its notice.
Captain Malcolm Jacotine, however, contacted The Crew Report voicing a few concerns relating to elements of the incident.
“The aspect of the mooring deck is very interesting, as this arrangement, whereby the mooring party/operator is in front of the windlass with no open escape route, is not uncommon with the current trend of enclosed foredecks,” explains Captain Jacotine. “Are these arrangements inherently unsafe? And whose responsibility is it for approval, as there are many parties involved: designer, shipyard, class, flag and owner’s representative. I guess, ultimately, those involved can wash their hands of responsibility if something goes wrong, as they can blame it on the operational procedures being at fault. But if it is impossible to operate without standing in snap-back zones or having a suitable escape route, then who really bares legal responsibility?” (Jacotine does stress that his comments are meant as a general observation in regard to this type of foredeck design, and is not suggesting that it was a contributory factor in the Ocean Victory incident, and that we must wait for the final report from the flag to fully understand what happened and the lessons to be learnt.)

OCEAN VICTORY yacht was built in Italy by the Fincantieri shipyard and delivered to her owner in 2014.
She ranks 12th on the list of the world’s largest yachts, with a length of 140 meters (459 ft).
Like many other superyachts in her size category, she currently sails under the Cayman Islands flag.

The OCEAN VICTORY yacht was designed by Alberto Pinto, a well-known photographer and interior designer from Paris, France. Onboard there is room for 26 guests in 13 generously designed suites.
A crew of 56 is responsible for the service, maintenance, and maneuvering of OCEAN VICTORY.
In addition to a spa, there is also a beauty salon, a fitness room, and an onboard cinema available for the enjoyment of the guests.
The elevator system allows guests and crew to move quickly and comfortably between the seven decks.
Specifications
The OCEAN VICTORY yacht is powered by two MTU marine engines with nearly 7,000 hp, enabling the yacht to reach top speeds of up to 25 knots. At a cruising speed of 18 knots, her range is 5,000 nautical miles.
Thanks to her state-of-the-art at-anchor stabilizers, OCEAN VICTORY offers comfortable cruising even during rough seas.
Her hull is made of steel, her superstructure of aluminum, and her many decks were constructed from more than 2,000 square meters of high-end teak.
The exterior of the superyacht was created by the world-renowned designer and architect Espen Øino, who is based in Monaco.
OCEAN VICTORY has a helipad with a lift that allows aircraft to be transported to an internal helicopter hangar.
There is also a floodable dock on board that can hold vessels up to 14 meters long.
The yacht has a spacious beach club, an underwater observation room, and six swimming pools distributed across the different decks.
Guest entertainment onboard the OCEAN VICTORY is ensured in the form of jet skis, water skis, sea bobs, and snorkeling equipment which are available for the guests at any time.
The owner of the OCEAN VICTORY paid an estimated price of US $300 million for this luxury yacht. The annual running costs amount to US $25 – 30 million, depending on use.

140m superyacht Ocean Victory arrives in Auckland after battling storms
The 140 metre superyacht Ocean Victory — owned by billionaire steel magnate Viktor Rashnikov — has moored in Auckland, New Zealand after a tricky cruise from Fiji due to stormy conditions.
Ocean Victory was reportedly forced to make an unscheduled stop at the Whangaparaoa Peninsula on Saturday (July 18) after New Zealand’s winter weather prevented her from getting to Auckland's Viaduct Harbour.
After travelling from Suva, Ocean Victory had to moor just outside of Gulf Harbour marina, which can only accommodate yachts up to 55 metres. Ocean Victory was able to dock in Auckland Harbour on Monday morning after the worst of the weather had passed.
The largest yacht to be built in Italy, Ocean Victory comes in at number nine on the list of the top 200 largest yachts in the world . The details of the superyacht were kept hidden during her build at Fincantieri and the Italian yard did not release any photos of Ocean Victory until after she was delivered in December 2014.
The huge yacht was built to SOLAS regulations, which means that up to 36 guests can be accommodated. Ocean Victory has seven decks and her features include six pools, an underwater observation room, a 300 square metre spa area and a floodable tender garage. Her interior was designed by the late Alberto Pinto .
The arrival of Ocean Victory is likely to be welcomed by the Destination New Zealand Superyacht Attraction Initiative Group, which has set a target to attract 74 superyachts to the country annually by 2018.
Last season New Zealand celebrated a rise in the number of superyacht visits . In January 134 metre Serene , the twelfth largest yacht in the world, berthed in Auckland's Wynyard Wharf.
