The award winning 85.6m/280'10" motor yacht 'Amore Vero' (ex. St. Princess Olga) was built by Oceanco in the Netherlands at their Alblasserdam shipyard. Her interior is styled by design house Alberto Pinto and she was delivered to her owner in February 2013. This luxury vessel's exterior design is the work of Lobanov Design.

Rosneft boss Igor Sechin's yacht Amore Vero - meaning "true love" - has been seized

French authorities have seized a super yacht owned by an oligarch as part of the sanctions against Russia.

A yacht owned by Igor Sechin, boss of Russian state energy company Rosneft, was grabbed by French customs officers near Marseille.

However, German authorities denied a report , external that they had seized a $600m vessel owned by Russian metal tycoon Alisher Usmanov in Hamburg.

On Thursday, Mr Usmanov was one of two more Russians sanctioned by the UK .

The BBC understands that some oligarchs sanctioned by the European Union are "shocked" to find their debit cards no longer function, and they are now relying on using cash from safes.

The French acted quickly on Wednesday when customs officers noticed that Mr Sechin's 88-metre "Amore Vero" - which translates as "true love" - was "taking steps to sail off urgently".

It arrived in in the Mediterranean port of La Ciotat in January and had been due to stay there while being repaired until 1 April.

It has also been reported that yachts belonging to five other Russian billionaires were heading to the Maldives, regarded as a safe home because it does not have an extradition treaty with the US.

UK slow to act?

The move by France came as the Prime Minister's official spokesman rejected claims that the UK has been slower at introducing sanctions than the EU or that legal hold-ups are preventing sanctions on Russian oligarchs.

He reiterated the UK's position that it was better to prioritise the measures that had the biggest economic impact, rather than targeting individuals just because they were well known.

Some oligarchs have been sanctioned by the government, which means their UK bank accounts are frozen and access to funds denied.

But others are taking advantage of any delay in adding them to its list.

A lawyer told the BBC that wealthy Russians were looking to move their money out of the UK before being hit by sanctions.

"The government has softened the blow by giving [wealthy Russians] time to move their money out," lawyer Nigel Kushner of W Legal told the BBC.

Speaking to the Today programme, he said: "Clients have been asking: 'Can I move my money out before I'm on the list?' I will say yes, that's perfectly legitimate."

The government's list of Russians sanctioned includes 195 individuals, but most predate the invasion of Ukraine.

Since the start of the war just 15 Russians have been added to the sanctions list, including President Vladimir Putin.

Security Minister Damian Hinds told the BBC that the wealth of Russian oligarchs with British investments would not prevent the UK Government from "going after" them.

"There will be more individuals (who) can be sanctioned," he told BBC Breakfast. "We will be going after people as needed."

Foreign Secretary Liz Truss said legal threats would not prevent the UK government sanctioning Russian oligarchs.

In an interview in Lithuania, she said: "We have to make sure we have the right evidence to put in place those sanctions.

"We will continue to work through our list, we will continue to sanction oligarchs and there is nowhere for any of Putin's cronies to hide."

Meanwhile, the London Stock Exchange (LSE) has suspended the shares of 28 Russian-linked companies because of sanctions introduced following the invasion of Ukraine.

They include green energy and metals company En+ Group run by US-sanctioned oligarch Oleg Deripaska, which is chaired by Conservative peer and former energy minister Greg Barker.

The decision to suspend the listings "has been based on sanctions and the ability to run an orderly market," said LSE chief executive David Schwimmer.

"If we see any other securities affected by sanctions then similar actions will take place."

Last week, a subsidiary of Russia's second largest bank, VTB, was suspended on the LSE as a result of sanctions.

However, a number of Russian companies, including Roman Abramovich-backed Evraz, continue to trade on the stock market despite criticism from politicians.

New economic sanctions have also been announced to stop Russian aviation and space companies getting access to the UK insurance market.

The move will limit the benefits Russian businesses can receive from their access to the global insurance and reinsurance market through Lloyd's, the world's biggest insurance market.

A French shipyard says it doesn't know who to bill mooring fees for a detained $120 million superyacht linked to a Russian oligarch

• A $120 million superyacht linked to a Russian oligarch was seized at La Ciotat, France, in early March.
• La Ciotat Shipyards told Reuters it's unsure who to bill for the yacht's mooring fees.
• French authorities have linked the yacht, Amore Vero, to Rosneft CEO Igor Sechin.

A French shipyard has said it doesn't know who to bill for mooring fees racked up by a detained $120 million superyacht.

Alice Boisseau, communications officer at La Ciotat Shipyards, told  Reuters her company was "continuing to invoice" mooring fees for the detained yacht, Amore Vero, but said the company doesn't know who's meant to pay.

Amore Vero is owned by a company headed by Igor Sechin, CEO of Russian oil giant Rosneft, according to French authorities, who said they detained the 280-foot vessel on March 3. Sechin denied to Reuters that the yacht belonged to the company.

Amore Vero is worth around $120 million and can hold a total of 42 guests and crew members, according to SuperYacht Fan . It features a swimming pool that converts into a helicopter pad and a sun deck with a jacuzzi, according to Oceanco , its maker.

Two firms that are servicing the Amore Vero told Reuters that French authorities hadn't told them about the yacht's legal status after the seizure, meaning there was no clarity on who was meant to pay for mooring or other servicing fees.

French officials said the Amore Vero's owner was responsible for covering mooring and maintenance costs at a time when the state had custody of the vessel, Reuters reported.

La Ciotat Shipyards didn't immediately respond to Insider's request for comment.

The Amore Vero's seizure came soon after Sechin was placed on EU and US sanctions lists following Russia's invasion of Ukraine.

Measuring a length of 86 metres (281 feet), AMORE VERO yacht was built in the Netherlands in 2013 by Oceanco, one of the world’s most prestigious shipbuilders.

To ensure that the inside met the owner’s exact specifications, Alberto Pinto was entrusted to design and create the custom interior for AMORE VERO.

The inside of the yacht is decorated in a similar manner to the outside, with bright and airy elements that complement the ship’s overall style.

The interior is incredibly well made and polished in an exquisite manner across the whole piece.

The upholstery is made out of light cream fabrics and leather, with suede and exotic wood accents added for visual interest.

Two doubles and a large master suite are among the seven available guest accommodations, which also include two VIP suites on the top deck.

The AMORE VERO yacht has a total length of 281 feet and a beam of 14.2 meters (30.2 ft) and a draught of 4 meters (13.1 ft).

She has a displacement of 2800 tonnes and can reach speeds of up to 18 knots at its top speed. Her cruising speed is around 14 knots on average.

According to the manufacturer, she is powered by twin MTU (20V 4000M73L) 4,827hp diesel engines that give her a range of up to 6900 nautical miles at a speed of 14 knots.

AMORE VERO is fitted with at-anchor stabilizers, which give the yacht exceptional comfort for long periods of sailing.

She was built in compliance with the norms of the RINA (Registro Italiano Navale) classification society and satisfies the requirements of the MCA LY2 classification criteria.

AMORE VERO’s annual running expenditures are projected to reach £12 million, according to current estimates.

LA CIOTAT, France (Reuters) - In a quiet corner of the French Riviera, La Ciotat Shipyards said it is writing bills for mooring fees for the towering white superyacht Amore Vero, but it doesn't know who to send them to.

Customs agents seized the 86-metre (282-ft) vessel as its crew prepared to sail out of harbour on the night of March 2, two days after the European Union added Igor Sechin , the head of Russian state oil company Rosneft, to its sanctions list for the war in Ukraine.

France's finance ministry says the yacht belongs to a company controlled by Sechin - one of Russian President Vladimir Putin 's oldest allies. The ministry declined to name the firm.

But Sechin - in a statement sent to Reuters by Rosneft - denied this.

Finance Minister Bruno Le Maire said France had officially seized the Amore Vero - a measure that officials said gives the state custody over the yacht and leaves costs with the owner.

But authorities have not notified third parties of the vessel's status, leaving it unclear who is responsible for its upkeep, said two companies involved in servicing the yacht. As bills pile up, an executive at La Ciotat Shipyards said the company was unsure how to get paid.

"We're continuing to invoice," said Alice Boisseau, communications officer for La Ciotat Shipyards. Asked who would foot the bill, she said: "We don't know."

Boisseau declined to answer further questions. France's customs agency declined to comment on why it had not informed the shipyards of the yacht's status.

The questions hanging over the Amore Vero point to the complexities authorities face as they target the assets of Putin's allies, and the disruption being brought to some businesses.

In the European Union, oligarchs' financial wealth remains largely untouched, but European states have frozen or seized physical assets, including properties and at least 11 superyachts.

John Dalby, owner of Marine Risk Management, which recovers maritime assets on behalf of insurers and banks, said Mediterranean governments had little experience in the legal intricacies of seizing superyachts.

"There's a lack of cohesion in what people are doing: between state actors and other third parties, like creditors," Dalby said, adding that he had spoken with authorities in the Mediterranean and the United States.

He said that creditors of seized yachts - such as fuel suppliers or crew management firms - could ask a court to sell the vessel to recoup their debts. France's customs agency did not comment.

Russians own nearly one in every 10 superyachts, according to specialist website Superyacht Times.

Some of those owned by sanctioned individuals are moored in safe havens - such as Roman Abramovich's Eclipse and Solaris in Turkey - or are sailing in international waters beyond the jurisdict of sanction-imposing states.

The Amore Vero had been in port in France undergoing a refit by luxury yacht specialist MB92 when sanctions were imposed, Le Maire said.

Authorities had seized rather than merely 'frozen' the Amore Vero because its attempt to leave port contravened the EU sanctions regime and broke French law, the minister said.

MB92, asked if it had received full payment for the refit or whether it expected to do so, told Reuters: "We are still waiting for formal notification from Customs that will clarify the official status of the vessel."

Maritime lawyer Pascal Flot said difficulties determining the ownership of megayachts might be one reason why French authorities had not notified third parties of the Amore Vero's status.

The super-rich often control their assets through a web of shell companies in offshore tax havens, Flot said. The Amore Vero flies under a Cayman Islands flag.

The customs office declined to comment.

"NASTY SURPRISES"

The annual running costs of the biggest superyachts can amount to 10% of their value, Flot said, including the crew's salary, repairs, fuel, food, insurance, berth fees and onshore utilities.

For a vessel like the $540 million Sailing Yacht A, owned by coal and fertilizer baron Andrei Melnichenko and detained in the Italian port of Trieste, that could mean millions of dollars each month.

In Italy, frozen assets are managed by a publicly appointed administrator and maintenance expenses are borne by the state property agency. They must later be reimbursed by the owner or the state can sell the asset to recoup its expenses.

Italy's Agenzia del Demanio declined to comment. Representatives for Melnichenko did not reply to a request for comment.

In France and in Spain, the running costs of a 'frozen' or seized yacht remain the owner's responsibility. However, blocks on their bank accounts meant that sanctioned owners were often unable to make payment, said Rachel Lynch of the seafarer union Nautilus International.

Another risk for governments lay in vessels wrongly detained, said Giannis Markogiannis, a Greek lawyer specialised in international yachting law, insurance and taxation.

A seized yacht whose ownership could not be linked to a name on the sanctions list had to be released, leaving the state liable for any deterioration in condition or damage during its immobilisation, he said. Owners might also sue for loss of charter earnings or for prohibition of use.

"All those matters need to be carefully dealt with by the seizing state to avoid nasty surprises." Markogiannis said.
